Job Description:

The Roads and Drainage engineer will work at Elitafat IDP site with possible travel to other areas when needed. The main responsibilities will include working to design and improve the technical engineering implementation aspects of the UN Habitat SHURA program’ designing and implementing improvements for roads and water drainage systems at the sites. The incumbent will be managing siting and road construction, the direction of rainwater runoff from motorways and roads, controlling flooding, or diverting sewage and pollution away from water sources, preparing contractual documents and managing them, and managing the necessary engineering tests and surveys. The Engineer will also be responsible in coordinating and leading any emergency relief situations involving road and drainage construction efforts, creating and drafting technical designs, and submitting regular reports on the work being completed. The candidate will backstop other Engineers on site as and when required.

Key responsibilities:

  • Responsible for the supervision of the quality assurance and control of road works and drainage works including the designing SUDS (soak-ways, swales and balancing / attenuation ponds)
  • Providing design and drafting services for roads/drainage and culverts  design team for the preliminary and detail design phases of a project;
  • Preparing BoQ of roads, culverts, causeways  and drainage
  • Preparing drawings in accordance with requirement of Afghanistan Government standard procedure.
  •  Preparing design drawings using AutoCAD, civil 3D or similar type software for the road and drainage design
  •  Interpreting survey results into technical drawings
  •  Promoting and improving professional standards for road engineering design
  • Be able to work with road survey equipment(Total station)
  • Design review of submissions for road furniture and markings and finishings to ensure it complies with the contract requirements as well as applying a risk-based approach to identify, design and implement drainage improvement programmes
  • Prepare method statements, inspection and test plans and risk assessments
  • Responsible for the technical development of cooperative members and review quality of work on all ongoing works
  • Ensure compliance with standards and specifications for road design, hydraulic modelling of surface water drainage networks along with online or offline storage solutions and workmanship
  • Supervision of gravelling and gabion construction in the drainage channels and monitoring works on an ongoing basis to ensure accurate testing
  • Review and advise the design team of any modifications needed to the detailed road designs and appraisal engineering appraisals of developable land
  • Propose cost effective and innovative solutions to the problems in road, road works and finishing works
  • Manage the costs of construction including variations (continuing variations and improvement works) and the preparation of a comprehensive cost estimate for the road and drainage construction
  • Prepare scoping documentation, seek suppliers / subcontractors, obtain quotations, undertake the technical evaluation, and make recommendations for the procurement of materials and services
  • Communicate with, and attend project progress meetings with the internal site team and clients including liaison with the Construction Manager, Team Lead, community and material suppliers on technical matters as required
  • Provide technical advice and assistance to Site Management and other personnel as required
  • Prepare programme status reports as necessary;
  • Prepare manuals for the maintenance and repair of drainage pipelines such as sewage and wastewater as well as road construction and maintenance manuals.
  • Provides coaching, mentoring and development opportunities for the CDCs and cooperatives and build their capability.
  • Ability to work unsupervised and willingness to work extra hours to meet project requirements

Work implies frequent interaction with the following:

  • Close coordination with government stake holder (MUDL)
  • Have active participate to the provincial technical meetings.
  • Monitoring and quality control of Road/drainage projects in Eltifat township.
  • Hand over the projects to the relevant government stake holder.

About CTG-UNHAB (SHURA):The position is located with the Regional Office for Asia and the Pacific of the Regional Programmes Division and based in Kabul, Afghanistan. The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat’s activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context. UN-Habitat’s Regional Office for Asia and the Pacific manages UN-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States. The Afghanistan Programme is a strategic partner of the Government of the Islamic Republic of Afghanistan in promoting sustainable urban development. Since 1992, UN-Habitat has worked closely with the government, municipal and local authorities, especially Afghan communities, contributing to the physical and social reconstruction of the country. Our work has focused on assisting the government in the development of urban policies and regulations; strategic urban planning; increasing municipal revenue; establishing community-based organizations; addressing the land and housing needs of IDPs and returnees and contributing to the provision of basic urban services. The Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA): The overarching intention of the Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA) programme is to provide a platform for returnees and protracted IDPs to reintegrate and become productive citizens of Afghanistan as quickly as possible. Integrating the lessons of the past decade of responses to displacement in Afghanistan, the program is based on the identification and allocation of appropriate land to returnees and IDPs in proximity to livelihood opportunities as the foundation for self-reliance. Following the identification of sites, the settlement will be directed based on a comprehensive assessment of sites’ carrying capacity, economically, environmentally and socially. A land allocation process based on interim tenure arrangements will allow beneficiaries to occupy land with minimal delays and will form the basis for the subsequent allocation of land titles. Humanitarian assistance will be distributed in locations where returnees and IDPs have access to adequate opportunities to become self-reliant and long term tenure security. Permanent development interventions to improve access to basic services and housing will be delivered in parallel with humanitarian assistance, augmenting self-reliance, avoiding the creation of dependent ‘camps’ and bridging the humanitarian/development ‘gap’. The SHURA programme thus seeks to provide a platform from which returnees and IDPs can be the driving force behind their own integration and development by becoming productive members of hosting areas The Road and Drainage Engineer will be reporting on a day-to-day basis to Senior Engineer & team leader and will adequately, continuously and comprehensively keep the Team Leader informed. Education:

  • Bachelor’s degree in Civil Engineering, or Geotechnical engineering or related Engineering field.

Experience: 

  • Minimum 5 years progressively responsible experience in Civil Engineering and or Road and drainage construction experience

Language:

  • Good written and spoken English and Dari or Pashto languages

Other:

  • Good knowledge of AutoCAD, Civil 3D or other computer-based design packages, and Proficient in, Microsoft Word, Excel, and MS Projects;
