Scope of work:

Health Officer (SHO) is a member of the Education Project team at the Regional Management Offices (RMOs) level. SHO is responsible to prevent communicable diseases and improve students’ learning outcomes in schools through providing of hygiene awareness, medical check-up of students and linking of schools to the nearby health facilities for advance treatments. SHO is to establish school health committees in cooperation with the school administrations and School Management Councils (SMCs). SHO is to ensure smooth implementation of School Health activities in SCA supported schools through effective planning, supervision, monitoring and reporting process in close coordination with School Hygiene Senior Officer in Kabul Management Office (KMO) for technical support, Education Field Supervisors (EFSs), Master Trainers and General Education Senior Officers in the project. S/he will work in close cooperation and coordination with other relevant units for successful implementation of the school health activities. S/he is responsible for assisting of Education Project Management Team in planning, budgeting, monitoring, evaluations, implementation, and reporting of SCA education project related activities. SHO conducts frequent school’s visits and facilitates training and awareness to the students, teachers, parents and community elders on personal as well as environmental hygiene and other components of the School Health Activities. SHO spends around 60% of his/her official times in the field/schools.

Main Responsibilities:

  • Act according to the policy and regulations of SCA and SCA Education directives.
  • Keep updated with issues related to SCA and the environment where SCA operates.
  • Assess schools and students for School Health Activities and develop plans for each school.
  • Develop materials and manuals for training in School Health and Hygiene awareness.
  • Train school teachers, students, parents and local community elders on School Health Activities.
  • Keep in contact with local education authorities and ensure their involvement in School Health Activities.
  • Conduct Hygiene Awareness sessions to the teachers, students, parents and community elders.
  • Commence students’ registration, medical check-up and referral to health facilities for advance diagnosis and treatment.
  • Keep in contact with local health authorities and facilitate linkage between schools and nearby clinics.
  • Promote an attitude of team spirit and a strong focus on quality of School Health Activities.
  • Supervises School Health Activities for smooth and as planned implementation.
  • Supervise the construction, greenery and other school health related activities in schools and provide advice accordingly.
  • Develop good co-operation with SCA units, local authorities, institutions, NGOs and Civil Society Organizations.
  • Arrange proper first aid and Hygiene kits in each school
  • Promotes gender equality, non-discrimination with regard to ethnic, political and religious background
  • Participate in workshops, seminars & conference organised in School Health.
  • Participate actively in ensuring broad understanding and acceptance by local communities of the SCA Education Programme/projects and SCA in general.
  • Motivate community participation in SCA Education project.
  • To actively contribute to the successful development and good reputation of SCA.
  • Keep records of the students’ medical check-up, referral and hygiene awareness session.
  • Participate in all kinds of assessments, evaluations and surveys regarding School Health Activities.
  • Develop regular reports and provide updates to the Education Project and Programme Management teams.
  • Do any other duties assign by the immediate supervisor

Qualifications & Requirements:

  • Medical Doctor with Diploma in public health
  • 3-4 years’ relevant experience (including medical check of the patients) especially in School Health and conducting of training with NGOs, UN agencies or similar organizations.
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in Dari and Pashto, both written and spoken.
  • Good command on English language, written and spoken, Good interpersonal communication skills.
  • Supervisory, team worker, analytical, and troubleshooting skills.
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Honest, proactive, and well mannered.Strong interest in School Health development.
  • Ability to listen to other in a supporting manner.
  • Able to work independently and under the stressful conditions
  • Experience of planning, reporting, and budgeting.
  • Being an Afghan citizen
