Security and Access Officer (Faryab, Afghanistan)

Job Description:PURPOSE OF POSITION: The Security and Access Officer is responsible to ensure safety and security of all staff in the field in Faryab Province as the country is classified as an insecure complex humanitarian environment. Required to have good contact with internal and external sources, especially with local communities where World Vision operates. This position requires regular travel to the field in order to ensure regular security risk assessments have been conducted to minimize the risk to the WV staff, assets and programs. The Security and Access Officer should follow the WV Afghanistan security strategy on ‘’acceptance approach’’ by maintaining good contact with the local communities WV works with at the field level. In addition, this position oversees, supervise internal and external fleet services to the WVA Faryab Zonal Office. The job holder should do ensure that all tasks are carried out in a timely, securely and efficiently manner. MAJOR RESPONSIBILITIES:

  • Networking with sources (internal and external) for road movement clearance and crosschecking security incident and information. Conduct regular security risk assessments and actor mapping per district. Prepare and update district level profile documents. Provision of security briefing for the field staff. Security Emergency Management. Attend meetings provided by external sources. Faryab Zonal Office and support the zonal offices as well as national office. Conduct Security Guards and Driver training. Oversee everyday operational movement. Physical inventory of the security assets and items. Plan and organize all ground movements. Work with administration team for airport pick and drop. Prepare timesheets and LDR for drivers. Create and development movement plan for Faryab staff and visitors. Monitor security guard’s and drivers performance. Plan security guard’s and drivers performance planning. Prepare working plan for guards. Must have at least 2-3 years’ experience in the field of security with humanitarian organizations. Associate degree in any academic field. Should be trained in First Aid. Should have received other security related trainings. Driving license should be valid to drive in the event of emergency. Supervisor driver’s performance. Allocated WVA Fleet pool to projects and support function on weekly and daily basis Supervise, manage and process payments for external fleet service provider. Process, prepare and progress all WVA fleet vehicle service and maintenance. PV provision of all fleet function. Any other official duties as tasked by the Security and Access Officer and in concur with Security & Access Manager. Adhere to WV Child and Adult Safeguarding policy and standards. To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of (National Office) interventions. A thorough knowledge and understanding of the geography of northern Afghanistan particularly Faryab Province. Understanding the humanitarian industry and humanitarian principles particularly in the field of security and access. A thorough knowledge and understanding of radio system. Computer Knowledge. Must be committed to World Vision core values and goals. Should have leadership and management skills. Strong relationship skills to influence the community elders in negotiation.

Preferred Skills, Knowledge and Experience:

  • Must have experience in the field of security. Law, Political Science University degree and or relevant experience. Academic degree in security industry.

Work Environment: The Security and Access Officer should have ability to travel to the field and if required stay there for several days. This position reports directly to the Security and Access Manager who reports to National Director. Basically, it’s a field type job. The SAO should have ability to communicate with internal and external sources and the local communities.
