Job Description
Responsible for all project construction, ensuring the highest standards in the design and execution of infrastructure subprojects.
Ensure that field engineers can work closely with communities in the design of proposals for the infrastructure projects.
Receive ToT of project technical aspect of engineering component
Coordinate with relevant technical agencies and authorities to ensure construction is aligned with any administrative requirements and other ongoing initiatives in particularly with PMU.
Carry out regular monitoring of construction projects in coordination with project leadership and other stakeholders.
Support the capacity building of project technical Engineers, and partners to ensure knowledge transfer over the course of implementation.
Prepare and submit reports on construction activities in line with donor and internal requirements and contractual obligations.
Collaborate with Urban Citizen Charter Project Management Unit at the provincial level
Advise the engineers on the technical issue linked to infrastructure project as well as on Environmental, Social, and Health and Safety Management (ESHS) Policy
Working closely with the Urban Citizen charter social organizers and the communities regarding the entire process, from project preparation to completion and maintenance system
Attend workshops and technical meetings with PMU, authorities when required to present the program progress, challenges, etc.
Support technical team of Urban Citizen Charter for visiting the project site
Prepare reports as per the requirement of the project and submit them to the Package Manager / Chief Trainer
Prepare weekly, bi-weekly and monthly reports to Package Manager and HQ about technical activities (surveys, proposals, implementation, training…)
Prepare a proper filing system for each target community and their infrastructure projects.
Support and provide coaching and training to project staff when relevant and required.
Perform any other tasks as required by the package manager/project coordinator/chief trainer
Background

Job Requirements
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast-paced environment.
Level of education and experience:
(Preferred) Master Degree in Civil Engineering and minimum 8 years of relevant work experience.
(Minimum) Bachelor’s Degree in Civil Engineering and minimum 5 years of relevant work experience.
(Preferred) Work in senior positions related to public infrastructure/ engineering/ technical design projects for a minimum period of 5 years.
(Minimum) Work in public infrastructure/ engineering/ technical design projects positions for a minimum period of 3 years.
Wide experience in effective strategic level communication and coordination with national partners, central and local authorities, NGO partners, government agencies and other relevant stakeholders.
In-depth understanding of the Afghanistan development context.
Demonstrated ability to work in a fast-paced and stressful environment, and to coordinate complex activities, meet deadlines, and exercise sound judgment.
Strong project management skillset, including budget management skills and work planning and monitoring.
Demonstrated ability to work effectively as part of a team or independently.
Excellent written and spoken English and Dari/Pashto skills required.
