Senior Finance Officer (Kabul, Afghanistan)


Job Description

Perform daily activities of the finance department. Be able to use QuickBooks for donor financial reporting. Be able to use UNOCHA/EiE financial system. Monitor ongoing levels of expenditure on individual programs against budget and provide timely advice. Ensure reconciliation between management information and ledger records. Checking the arithmetical accuracy, authenticity, and authorization of all the payments. Assist Finance Manager in preparing monthly payroll for staff. Keeping under review financial and reporting systems and ensuring compliance. Assist in   Preparation of budget plan for AREP and Project activities. Assist in expenditures Monitoring, review the budget if required. Assist in the preparation of monthly financial reports for organization and projects. Prepare and Maintain milestone requests for each project. Assist the management in the selection of goods and services for procurement. Play his/ her due role to maintain the compliance of payment and standard of documentation as per the requirement of the donor. Assist in Making sure that budgets and accounts are set forth in accordance with donor requirements and that adequate budget and its monitoring are in place. Provide any information timely, as and when required basis by the line manager as well as the top Management. Playing His/ Her role in making Ensured the applicability of generally accepted accounting and audit principles and policies are followed. and ensuring the adequacy and effectiveness of internal accounting procedures and operating systems and controls. Update and balance the cash and bank book daily basis. Count and match the cash with the ledger balance at the end of the business hour. Reconcile the bank account at the end of every month. Prepare and maintain financial records and monitoring systems to Record and reconcile expenditure, balances, payments, statements and other day to Day transactions and reports. Ensuring that all financial management components of projects are Implemented according to donor and government’s finance and expenditure Management law and regulations. Assist the finance units in preparing financial reports for the MoE, and all payments. Maintaining accurate records of funds transferred and expenditures made under the projects. Maintain current knowledge of Afghanistan government requirements related to financial matters. Assist in the implementation of reforms and system development for the Provincial finance units. Other duties assigned by line/Finance manager.

Background

AREP is working for women, youths, children where disability is the top priority among the AREP three targeted groups in three  main  AREP  core  competencies/  technical  expertise,  a):  EDUCATION  (Formal  and  Informal education, b): CAPACITY BUILDING [Vocational Education Skills Trainings, Awareness Initiatives (Civic Education, Human Rights, Anti-Corruptions, Access to Justice, Peace Building & Conflict Resolution)  and  other training for aforementioned target groups]  &  c): COMMUNITY DEVELOPMENT providing them assistance in the multi-cultural program, government and community dialog, peacebuilding and Rehabilitation & Small Infrastructure) throughout Afghanistan.

Job Requirements

1.    Qualification: Bachelor’s degree in management / Business administration (MBA: Preferable). 
2.    Experience: Minimum 5 years’ relevant professional experience in Finance and Administration.

5.    Be able to Use QuickBooks Accounting Software. 
Basic IT Skills
Reasonable English proficiency
Good Communication Skills
Punctual and committed
Be able to work under pressure. 
6.    Proficiency in complex accounting systems and advanced-level MS Excel skills.
7.    Knowledge management, finance, and compliance experience.
8.    Focuses on results and program achievement.
9.    Strong sense of personal initiative and problem-solving skills.
