Senior Partnership Officer (Kabul, Afghanistan)


Job Description

Summary of Key Functions

  • Responsible for pursuing CARE Afghanistan’s partnership strategy and supporting its implementation.  Using the CARE partnership strategy, the Senior Partnership Officer will provide leadership in improving relationships between CARE and its partners and improving partner engagement processes.   This function will support CAFG in expanding its partnership relationships e.g. with local organizations, and with like-minded national organizations to improve the reach and quality of or programs. Support CO develop in reviewing partnership strategy to make CARE’s partnership approaches effective and efficient.  Ensure a functional and strong partner relationship management system with clear partnership principles Provide oversight, facilitate and coordinate all areas of partnership management, from stakeholder analysis, partner identification, due diligence, project development, agreement, start-up, implementation, supervising through to close-out, coordinating effectively with all programs, operations and finance components.

Identify capacity gaps for each partner and develop content for trainings on topics such as fraud awareness and prevention, conflict of interest, donor rules and regulations, PCM, financial management, policy development etc.

Key Results Expected

  • Strengthen CARE’s partnership approach with Local, National and Afghan Civil Society organizations in coordination with country office management Facilitate the development of a partnership strategy which is focussed and addressing the key values of CARE partnership work Support program to identify partner capacity gap and plan Institutional and/or staff capacity building in coordination with departments (finance, Audit, HR, procurement, Programs etc) Ensure appropriate proactive and reactive communications and engagement with CARE partners through regularly scheduled partnership management meetings and outside of formal partnership relationships with the purpose of building strong relationships with our partners. Lead in the conduction of Due Diligence Assessment (DDA) Processes in collaboration with other CARE’s Afghanistan CO Units.   Coordinate with provincial and technical team to ensure all Minimum Eligibility Requirement (MER) for partnership selection is prepared and agreed as pre-requisite for conducting Develop TORs for CARE partner visits, and ensure that technical partner field visit CARE technical staff is well coordinated and that partners are advised in advance. Ensure that all partnership reports are will labelled and filed in secure but accessible places Coordinate partner set up processes, including conducting partnership meetings with partners, programs, M&E and other departments, to acquaint partners with CARE operations Coordinate effective partnership close out processes, incorporating reflection, lessons learned and future planning.

Job Requirements

Education Bachelor’s degree in in International Development, social studies or related field. Master’s degree in relevant area is preferred.  4.  Experience

      • Minimum 4-6 years of proven experience managing a partnership or grants portfolio in development or humanitarian context required. Proven track record to work effectively with national and local civil society organizations required. Significant experience managing partnerships, including supporting them with budgeting Demonstrated solid knowledge of main institutional donor rules and regulations as they apply to partnership management required; experience working with USAID, FCDO, ECHO and other donors’ desirable. Proven experience in donor proposal development with partners. Superior written and spoken communication and coordination skills required. Proven track record to work well in and promote teamwork, thrive in a multi-cultural environment, be flexible and handle pressure with professional patience. Experience and skills in reading and reviewing financial and narrative reports. Experience handling staff and a commitment to team building, mentoring and staff development. Excellent written and spoken English required.

4    Key relations  

  • Internal relations: Works under direct supervision of Program Quality Coordinator, will collaborate closely with Program Coordinators, DCD-Programs, Program Advisor, Communication Focal Points in sub offices, Provincial Managers and Decision Making committee (DMC).

External relations: Women led organization, CSOs, local partners, Clusters, ACBAR
