Senior Program Specialist (Kabul, Afghanistan)

Job Summary:

Under the general supervision of the Team Leader, contributes to, data analysis, project planning, implementation, monitoring and the evaluation of REACH program. The Senior program Specialist will perform tasks indicated below; thereby improve performance of the program and achieve results.

Duties and Responsibilities:

  • Collects and analyzes data for the situation analysis, advocacy, and project planning, management, monitoring and evaluation purposes. Analyzes program implementation reports and evaluates against established program recommendations and plans of action. Prepares tables, graphs and other statistical data. Reports outcome of analysis and proposes corrective actions.
  • Undertakes ongoing visits to Gozar sites and monitors distribution process. Communicate with partners, on project feasibility and effectiveness including monitoring the flow of all aspects of the REACH program.
  • Focal point for work plan related to program activities (budget and finance): input work plans cost, links existing and expected resources to planning elements indicating both budget and unmet needs.
  • Assist in preparation of project reports.
  • Undertakes follow-up action on advocacy and program implementation activities, contributes to teamwork building, and prepares relevant reports. Drafts changes in program work plans as required.
  • Attends technical cooperation meetings, prepares notes and undertakes follow-up action and coordination related to program implementation and monitoring.
  • Assist in development of documents, presentations and other appropriate means of communication,
  • Assists in the preparation of funding gap analyses, funding proposals, budget utilization reports and analyses and other relevant documentation ensuring accuracy and consistency with established rules and regulations.
  • Selects and compiles training and orientation, as well as implementation information for those involved in program implementation, including donor and media visits.
  • Evaluates and analyzes financial and supply reports to ensure appropriateness of documentation, expenditures are within allotments. Reports to the Team Leader the outcome of reviews.
  • Drafts relevant sections of reports (required for donors, management, program reports, etc.)
  • Close oversight over FP activities, through periodic field visits and reports.
  • Ensure any follow-up actions are carried out.

About REACH

The Kabul Municipality (KM) has received a grant from the World Bank toward the cost of the proposed Kabul Municipal Development Project (KMDP). That builds upon the now closed Kabul Urban Reconstruction Project (KURP) which financed upgrading similar to the works envisaged under the proposed project.

The World Bank is supporting government of Afghanistan to enhance social protection for poor and vulnerable people during the current “relief” phase of the COVID-19 crisis through REACH project. REACH project is designed to deliver the emergency social protection to the population catchment that is proportional to the likely size of the COVID-19.

 

The REACH project will provide household support based on the geographic coverage of three different implementing agencies already managing relevant projects (CCAP, EZ-Kar, and KMDP)

The REACH project targets all households in Afghanistan with incomes of US$2 per day or lower, twice the national poverty line. The broad coverage, covering an estimated 93 percent of targeted communities, is required to assist households to withstand the impacts of the temporary disruptions to daily economic lives caused by the COVID-19 crisis and to encourage them to follow the social distancing norms.

The REACH comprises approximately two-thirds of the country. The remaining areas will be covered under the CCAP. Communities here refer to a combination of CDCs and Gozar Assemblies/Councils who will be the locus for implementation delivery of the project
