DAI is implementing the USAID funded Afghanistan Competitiveness of Export-Oriented Businesses Activity (ACEBA) Program. The objective of this program is to enhance capacities of Afghan exporters and micro, small, and medium-sized enterprises (MSMEs) associated with export-oriented value chains, such as carpets, marble and granite, precious stones and jewelry, textiles, and cashmere as a means of promoting sustainable economic growth and increasing employment.

Job Summary:

Purpose:

The Senior Sub-Contracts Manager is responsible for ensuring all project subcontracting activities are achieved according to project deadlines and in compliance with USAID rules and regulations. S/he will ensure the integrity of subcontracts and relevant procurement actions, including accurate procurement documentation, and will help train staff in DAI policies, procedures and systems.

Duties & Responsibilities:

Objective & Duties:

• Manage program subcontracting in compliance with DAI and USAID regulations and Afghan law

• Determine source selection methods for complex procurement to ensure compliance

• Prepare and issue Request for Proposals (RFPs), Request for Quotation (RFQs) Request for Information (RFI) and/or Invitation for Bids (IFBs)

• Conduct pre-award responsibility and financial review of potential subcontracts

• Review/evaluate bids, quotes and applications for cost reasonableness and negotiate with potential vendors and subcontractors with technical managers

• Issue subcontracts, purchase orders, task orders, agreements and amendments/modification, explaining terms, conditions, roles, and responsibilities

• Conduct vendor negotiations and write negotiation memorandums

• Maintain and track all local procurement data in TAMIS and Oracle accounting system, and ensure closeout documentation is completed in a timely manner

• Ensure complete backup documentation for procurement purchases and subcontractor and grantee’s invoices is submitted to the project’s Finance Team to support requests for payment

• Perform regular spot audits of procurement and subcontract files to ensure completeness, accuracy, and compliance

• Oversees Subcontract team members, evaluating their performance and developing capacity

• Identify and maintain relationship with suppliers/vendors and manage/update vendors list on a regular basis

• Monitor, track and expedite all ACEBA procurement activities and delivery status of goods/services

• Participate in activity work planning, and proactively conduct market research in support of anticipated operations and technical needs

Qualifications:

Qualifications:

• Master’s degree with 5 years of relevant experience or Bachelor’s degree with 7 years of relevant experience

• Ability to respond effectively to time sensitive demands and inquiries

• Proficiency using Microsoft office suite and other relevant software

• Demonstrated strong problem-solving skills as well as exceptional customer relations (both internally & externally); provides sound business judgment and contractual oversight

• Ability to manage and prioritize multiple RFAs and concurrent bids

• Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds

• Extremely well organized and self-directed individual with sound technical skills, and analytical ability

• Fluency in English is required

Reporting:

• The position is based in the Kabul main office and reports to the Grants, Subcontracts, and Procurement Director.
