Value Chain Officer (Kabul, Afghanistan)


Understanding the need of microenterprises from the Business as usual to an environment friendly business. The Position aims to support microenterprises through environment friendly investments (energy, water and resource efficiency) in the agribusiness and manufacturing sectors to promote environmentally sustainable technologies and practices among microenterprises in vulnerable areas, and support the adoption of Climate Smart Agriculture Practices and basic operational safety norms to enterprises. The project is consisting of three outcomes:

a) Women, men and youth small-scale producers and service providers are economically empowered.

b) Climate smart food production systems and agriculture practices are in place benefitting rights holders

c) Jobs and entrepreneurship opportunities are created for young women and men

d) He/she will be able to achieve the above objective within the project timelines.                                                     

Specific responsibilities:             

Mobilize communities in line with project objectives, conduct surveys and need assessments at the target communities to identify eligible project participantsAssess the effect of overall project implementation/facilitate establishment of knowledge and information sharing channel to communities and project participantsMaintain good relationship with the communities, area representatives and stakeholdersPosition will support the project to increase the adoption of environmentally sustainable practices by targeted microenterprises. Position will support and focus on the clusters of Micro-Enterprises of the agrobusiness and manufacturing sectors preferably in the environmentally stressed and climate change vulnerable (flood, flash flood, drought and salinity-prone) areas in Kabul Chaharasiab and Deh Sabz Districts.Position will will establish Micro-Enterprise and support and train in targeted areaAssess and Develop value chain of the sub-sectors under project scope and resources.Tasks and duties/deliverables the overall responsibility of the Project Officer (Value Chain Development) is to assist concerned officials to develop value chain under different sub-sectors under the project.The Position will remain directly involved in implementing all activities of the respective value chain projects under the supervision of Project Supervisor.Design value chain projects within microenterprise clusters under EEP; a. Develop tools and methodology for sector specific appropriate methodology for value chain analysis including the data collectionReview identifies commodity value chain and establish and key primary chain actor their key functions, relationships, key operational challenges and possible interventions. Actors’ contribution in price and business modality along the value chain.Evaluate the social aspect/environmental aspect as the key chain broker(s) or enabler(s).Challenges experienced in offering /accessing facilitative services, possible potential risks, opportunities.Identifying the scope of improved technology for minimizing the pollution; vii. Gender and power dynamics and advice on areas for improvement in maximizing benefits to WomenEstablish specific, relevant, and reliable markets linkage for supported enterprises in target primary, regional, national level markets. Suitability, competitive and comparative advantages (consider environmental improvement). Assess the size of markets, volume of sales, market integration/segmentation. Assess production practices conformance to requirements and standards of markets. Establish linkage with business service providers, domestic and international markets, etc.Conduct market research on branding and identify e-commerce opportunities for value chain development projects with the branding, ecommerce and innovation Program Officer; Assess the current trends in the environment of different subsectors; government regulations and control mechanisms; Supervise and monitor selected sub-projects Prepare reports on value chain project development and compile necessary case studies Any other tasks, duties or specific assignments which may arise as directed by the Project manager

It envisages accomplishing its aims by building local capacities, generating evidence in various disciplines, promoting evidence-based on best practices and implementing development projects aimed at community development at the grass root level. It is the only Afghan NGO having Special Consultative Status with the United Nations since 2015.

The candidate must have at least a four-year graduate degree and a master’s degree in Agriculture / environmental science/socio/agriculture Economics or any closed relevant subject from a recognized university with good academic standing.

• Experience Minimum 5 years’ experience in value chain development activities including three years in development sector.
