Duties & Responsibilities:

In close coordination with Ru-WATSIP, assist the technical staff of provincial RRDs, undertake technical assessment, survey and design of water supply projects.
Based on need, plan and deliver capacity development trainings in different aspects of the designs and survey of water supply and sanitation both for contracted staff and civil servants
Provide orientation and guides to the community members for sustainability of the WASH services delivered by Ru-WatSIP.
Mapping out of the water supply technology options in the targeted area.

Specific Responsibilities:

A.  Designing of water supply and sanitation services:

Design and prepare the technical specifications for Water Supply and sanitation projects and supervise activities of contractors on construction sites (gravity and pressure line, distribution network, solar fed-water supply networks, wells, pumping station, reservoirs and other hydro-technical structures).
Prepare Civil engineering designs based on the recognized standards, for the new/upgrades water supply RCC structures.
Produce engineering studies and cost estimate analysis.
Prepare detailed designs, calculations, and scope of works, specifications, bills of quantities and drawings for Water Supply Projects.
Reply to technical bid inquiries and prepare technical bid evaluations.
Supervise the contractors to ensure all work is performed in accordance with the plans, specifications and agreement.
Maintain Coordination with community, RRDs and IPs to ensure participation Process.
Chair and lead meetings related to technical issues and project implementation, prepare minutes and update schedules.
Assists the Community Development Councils (CDCs), Implementing Partners (IPs) in resolving the technical and social issues.
Record measurements and tests in accordance with project quality control and implementation manual of Ru-WATSIP.
Monitor construction activities for safe work practices.
Review extra work or variations order requests and provide recommendation to the programme and department.

  B. Survey, assessment and feasibility of water supply and sanitation services:

Provide feasibility study for water supply, sanitation and irrigation projects.
Provide preliminary and technical, social and Economical surveys for water supply and irrigation projects.
Prepare project design and detail scope of the project in urgent cases.
Provide survey plan and projects mapping.
Guide and supervise junior monitors and prepare monthly survey plans.
Distinguish and analyze of suitable water supply irrigation sources.
Provide data collection by GPS and telescopically instruments.
Conduct social and economic assessment of the services and provide recommendation to PRRDs and Ru-WATSIP. Specify quarries of local material close to project sites.
Report on technical progress.
Monitoring ongoing water supply and irrigation projects in the fields.

Perform any other duties requested by provincial Rural Rehabilitation Department and Ru- WATSIP.

Background

About Ru-WatSIP/ MRRD:

The National Rural Water Supply, Sanitation and Hygiene Promotion Department Ru-WatSIP is one of the six closely interlinked National Development Programmes of Ministry of Rural Rehabilitation and Development (MRRD) in Afghanistan. In line with Afghanistan National Rural Water, Sanitation and Hygiene (WASH) Policy, the responsibilities of this programme includes policy and strategy formulation, planning, coordination and implementation of rural water supply, sanitation and hygiene promotion activities undertaken by private sectors, NGOs and the rural communities namely Community Development Councils (CDCs) and District Development Assemblies (DDAs). The main responsibility of this department is provision of safe potable water and sanitation facilities as a basic need for all over rural inhabitants in the country.

In this program many donors such as WB, USAID, UNICEF, Spain and MoF are providing financial assistance to MRRD for capacity building and implementation of water supply projects.

The Government of Islamic Republic of Afghanistan has given high priority into water sector now and currently proving financial support to MRRD for provision of Water supply, sanitation and hygiene (WASH ) services  in rural areas. Based on field evidence, low capacities specifically at the sub national level is a major gap in provision of sustainable WASH services

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring Water Supply Survey and Design Engineer. The incumbent will be employed for rural WASH project in Khost and Paktia and will be overseeing the  WASH projects in the Zone.

Job Requirements

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

At least bachelor degree in Engineering, specialized in survey and design with 5 years related experience.
Experience in development, data collection and assessment of water supply projects required.
A background in the preparation of mapping for engineering projects needs.
At least minimum of three years experience in the field of survey, design and water supply Engineering.
 Fluency in the English language is preferred.
Ability to use computers and have the knowledge of GIS, MS Office and Auto CAD, water CAD etc. and ability to use modern survey instruments.
Familiar with the project management cycle, supervision and monitoring of the works.
Experience working with international organizations and NGO at least 3 years.
Ability to work independently and with minimal guidance and lead and guide others
Ability to supervise other national professional and administrative staff.
Speaking and writing ability in English is must.
Fluent in Dari and Pashto.
Familiarity with WASH policy and implementation manual will be an asset.

The candidate would be required to work in Khost and Paktia provinces. 

Reporting to:               

The Water Supply Survey and Design Engineer will report to Head of Engineering, Project Management and Ru-WatSIP director.
