About DAI/AVCL:

The Afghanistan Value Chains – Livestock (AVC-Livestock) is a USAID funded program expected to run through June 2023. AVC-Livestock utilizes a market systems approach to strengthen and facilitate key transactions at either end of the farmer in targeted value chains – the commercial vendors of the goods and services that farmers need to grow higher volumes of quality produce, and the processors and traders who purchase farmers’ harvests. AVC-Livestock is a market-driven, private sector-focused program that aims to sustainably strengthen the dairy, poultry, honey, red meat and fiber value chains throughout Afghanistan resulting in increased incomes, employment and productivity throughout targeted value chains.

AVC-Livestock is working with both public and private sector stakeholders by facilitating dialogue and providing technical support, which will enable them to provide various services to components of the livestock value chain. AVC-Livestock will support the private sector by engaging with the Ministries and Government bodies to improve the business-enabling environment, to support the development of training and policy enforcement. AVC-Livestock since the starting days of the project provides support to The Ministry of Agriculture Irrigation and Livestock – MAIL in completion of livestock production and animal heath related policies and regulations. To date as the result of joint efforts of both parties number of policies and regulations are completed and it under the review of the law experts to ensure all drafted policies and regulations are aligned with Afghanistan laws and regulations. Due to short of staffs and load of work MAIL suggested AVC-Livestock to support Department of Policy and Legislation with a policy expert under a short time consultancy contract to support the department with review and improvement of livestock and animal health related policy documents. The consultant will work under direct supervision of MAIL Director of Policy and Coordination and AVC-Livestock Chief of Party and will support MAIL – PALAD team during this assignment.

Job Description:

The overall objective of this assignment is to provide technical and legislative support to the MAIL and AVC-Livestock teams to finalize drafted livestock production and animal health related policies. General Directorate of Livestock Services and Animal Health with the support of AVC-Livestock project has drafted at least 10 regulations and polices that need review and improvement for further process of approval and enforcement. The Senior Policy Advisor will review all those regulations and policies and make necessary changes to the content of the documents based on the approved templates for policy and regulations of the MAIL and overall guidance of the Afghanistan Ministry of Justice. The Senior Policy Advisor will contact AVC-Livestock team and the technical team of the Livestock services Department and Animal Health Departments of the MAIL to get any require information needed for improvement of the drafted policies and regulations.

Duties and Responsibilities

Review of all drafted Livestock Production and Animal Health related regulations and policies
Make necessary revision, changes, add inputs to the regulations and polices where is need
Review all related laws and acts of animal health, livestock services, public private partnership and food safety to ensure drafted regulations and polices are aligned with the Afghanistan Government laws and regulations
Organize meetings to discuss technical and legislative points in the regulations and policies to make improvement
Revise policies and regulations to reflect inputs from the MAIL officials and submit final regulations and policies to be adopted and published by MAIL
Continue to build the current relationship of coordination and cooperation between AVC-Livestock and MAIL Livestock Directorates and technical teams.
Conduct any other related activity as directed by the AVC-Livestock COP, MAIL Director of Policy and coordination or nominees.
Provide recommendations to both MAIL and AVC-Livestock for future policy and legislative related activities

Provide an exit report at the end of the input outlining achievements, weaknesses, recommendations and next steps for policy development.

Job Requirements:

Have at least 10 years of experience working in the field of legislation, regulations and policy development related activities.
Bachelor’s or Master’s Degree (preferred) in in Law an Political Sciences or Public Policy
Proven technical and managerial skills
Demonstrated ability to work with diverse team and timely completion of tasks
Strong communications skills with fluency Dari, Pashto and English.

Reporting

The consultant will directly report to the MAIL Director of Policy and Coordination and AVC-Livestock COP or his designee. Reporting language will be in English.
