DUTIES AND RESPONSIBILITIES

  • Make sure that all MCCG projects are aligned with the MCCG manual/guidelines and following the right track.
  • Provide support to implement the MCCG targets and project activities based on approved work plan.
  • In consultation with the unit’s heads provide administrative and management support and assistance for successful implementation of MCCG projects to the field.
  • Ensure effective communication and coordination among projects implementers at the HQ, regions, provinces, districts and communities’ level.
  • Monitor the MCCG projects progress against agreed plans, initiate corrective actions and produce regular reports to the Unit Heads.
  • As requested, facilitate and/or participate in events, seminars, ad hoc working groups, etc
  • Works closely with provincial CMs, Engineers and provides backstopping to unit’s heads.
  • The MCCG officer will spend 70% of his time in the field.
  • Conduct regular field missions and prepare qualitative reports, case studies and success stories unique to the MCCG projects.
  • Perform other duties assigned by head of Sub program bi lateral fund management Division and its head of units.

Background

About Citizen Charter/MRRD:

The Citizens’ Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially launched on September 25, 2016. The Citizens’ Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services to rural communities. The key service delivery ministries involved are: Ministry of Rural Rehabilitation and Development (MRRD), Independent Directorate of Local Governance (IDLG), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels – increasing Government visibility and accountability. The Citizens’ Charter is an important foundation for the Government’s reform agenda, contributing to a number of priority areas including: Ensuring Citizens’ Development Rights; Building Better Governance; Reforming Development Planning & Management and Developing Partnerships. The Citizens’ Charter intends to improve service delivery by ensuring minimum service standards, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following core services across the country over a 10 year period: • Basic health services • Basic education access • Safe drinking water and sanitation • Improved farming technologies and the delivery of extension services • Rural connectivity with tertiary roads • Rural renewable energy.

About MCCG Program

  • The Maintenance Cash Grants (MCG) was introduced as a Sub-Program within the NSP III to support the Government’s ‘Jobs for Peace Initiative’ in November 2015 as a re-structuring to the NSP III with ARTF funds already provided to the NSP III channeled to the MCG. The MCG aimed to create short-term jobs through the repair and maintenance of community-level infrastructure. While the primary objective remained short-term employment generation, the secondary objectives include improved public infrastructure and enhanced food security for the poorest households in the community.
  • At the close of the NSP III, the MCG has covered around 11,400 communities with over US$ 80 million in cash grants, creating over 13 million labor days for over 800,000 households and rehabilitating around 12,700 infrastructure subprojects.

  • Lessons-learned from field monitoring reports and an in-house 6-community case-study indicated areas where improvements were needed in the MCG policy framework and/or in field implementation, especially in the area of targeting. A number of these revisions were already introduced into the MCG Phase III under the NSP.

  • With high numbers of recent Internally Displaced Persons (IDPs) in, and refugee returnees to Afghanistan in the past one year, and significantly higher numbers expected in 2017, the Government of Afghanistan decided on a comprehensive Policy Framework and Action Plan to address the returnee/IDP crises. Part of the plan included requesting financing from the donor community to address basic public infrastructure and immediate employment needs for the returnees and for the communities hosting them in high numbers and/or percentages.

  • The MCCG is a follow-on program to the MCG. As the MCG was embedded in the NSP III, similarly, the MCCG is embedded in the CCAP.
  • The MCCG’s objective in high returnee / IDP areas is to mitigate the impact of the influx of people on employment and pressures on existing infrastructure and services. The MCCG’s primary focus is to provide short-term employment to enable poor households amongst the host and returnee/IDP communities to address seasonal hunger (especially but not exclusively during the lean seasons). Its secondary focus is to build new or improved basic public infrastructure.

Job Requirements:

  • Bachelor Degree in the field of Communication, Rural Development, Social Science, Journalism or similar field.
  • at least 4 years’ work experience with Governmental, international NGO or national NGO in the similar position.

Abilities/Skills

  • Good communication skills: speaking, writing, and listening;
  • Demonstrated interpersonal skills including diplomacy and tact;
  • Computer skills, including extensive experience using Accounting software, Microsoft Word and Excel.  Internet and e-mail skills required.
  • Fluency in English, Dari and/or Pashtu languages;
  • Ability to set priorities and manage time effectively;
  • Ability to work both independently and as an effective team member;
  • Demonstrated abilities to take initiatives, build consensus and make things happen;
  • Willingness to enhance knowledge through training and personal initiative.
