RESPONSIBILITY SUMMARY
The Cashier, based in Kabul and reporting to the Finance Officer, is responsible for the management of petty cash, and assisting in the processing and recording of payment transactions in a timely and accurate manner.
ROLES AND RESPONSIBILITIES
- Maintain custody of the office petty cash fund and make daily payments of approved transactions.
- Prepare cash payment vouchers and ensure that all cash transactions are fully and properly documented.
- Review expense reports (travel expense reports and operational expense reports) for accuracy and completeness and ensure that expense reports have been fully approved before payment.
- Perform daily cash count with the Finance Officer.
- Record payment vouchers daily in the cash and bank sub-journals.
- Maintain the un-cleared cash advance file and prepare past due advance report for the Finance Officer.
- Prepare checks or wire transfer requests based on fully approved documents and present to approved check-signers for review and signature.
- Prepare bank payment vouchers and ensure that all bank transactions are properly documented.
- Prepare photocopies of vouchers and other supporting documents as required for donor reporting.
- File all cash and bank vouchers and maintain voucher filing system so that files are updated, complete and safeguarded at all times.
- Any other relevant duties as agreed with the supervisor.

The Agency Coordinating Body for Afghan Relief and Development, ACBAR, is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. With its main office in Kabul since 2002, ACBAR brings together 164 National and International NGOs working in in all sectors of humanitarian assistance and development in Afghanistan. Its activities focus heavily on information to its members and the aid community in general, coordination of activities at the national and regional levels, and advocacy on issues affecting the work of its members in Afghanistan. ACBAR has a mission to provide an efficient platform for members to carry out effective humanitarian, development, and peace building activities in Afghanistan. Job Requirements
- Minimum Bachelor’s degree in accounting, finance, or other relevant field of study.
- One year of experience as a bookkeeper or cashier – preferably with NGOs.
- Ability to prioritize and meet deadlines in a complex and challenging environment; able to work under pressure and in difficult security conditions.
- Exhibit a strong work ethic with a high degree of flexibility with respect to working hours; ability to effectively plan and manage own time.
- Excellent writing and verbal skills in English and Dari/Pashto for reports; high analytical and reporting skills with attention to details.
- Excellent understanding of Excel software.

Duration
