Buyer (Kabul, Afghanistan)


Job Description:

This is a mid-level position that requires experience generally with USAID-sponsored programs and specifically within a hostile environment.  It requires familiarity with the procurement process, from the initial stage at the requisition level until complete and final settlement when pertinent invoicing takes place. The Buyer should be able to independently determine the disposition of routine procurement problems.

The above person serves as the Buyer in the Tetra Tech Engineering Support Program (ESP) implemented by USAID. Providing Procurement Support for Tetra Tech Guest House, Field Offices, and Kabul Office. He/she oversees assisting in the procurement process.

Specific Job Functions:

Responsible for assuring that the items purchased are consistent with the quality, quantity and delivered in time and at the locations specified in the purchase requisition documents and ensure that purchases provide value-for-money to Tetra Tech ESP.
Ensure that all documentation supporting the purchases are filed in a timely manner and that stock levels are maintained within Tetra Tech ESP established guidelines.
Review orders for completeness, accuracy, and compliance.
Organize, update, and retain product information files and purchase order records.
Manage relationships for assigned vendors.
Processes vendor invoices for payments.
Maintain data and prepare reports using office automation software as requested.
Ability to work with the local vendors. Including travel to the local places of business for the purposes of buying local goods.

Travel Requirements: 

Travel will be required to local business locations to do market research, collect quotations and for the procurement of goods and equipment.

Major Duties and Responsibilities

Procurement of goods, material and equipment.Do market research and obtain quotations in accordance with the Tetra Tech ESP Procurement Manual.Processing invoices and ensuring timely clearance of advances.

 

A. Purchasing items required by the Tetra Tech ESP client offices or departments (50%).

B. Reviewing orders for completeness, accuracy, and compliance (10%).

C. Processing vendor invoices (10%).

D. Maintaining data and preparing reports using office automation software (10%).

E. Market research and obtaining quotations (20%)

About Tetra Tech:

USAID’s Engineering Support Program (ESP) will ensure the integrity of USAID-Supported infrastructure projects in Afghanistan. While progress has been made in the infrastructure sector, Afghanistan’s Infrastructure has not fully recovered from the devastation caused by the years of war. The task of securing gains made over the last fourteen still requires support from the donor community. ESP continues support of USAID’s Engineering, Quality Assurance and Logistical Support and Architectural and Engineering Support Program (AESP) by providing the mission with the engineering.

Job Requirements:

A. Required: A minimum qualification of a bachelor’s degree with 4 years of relevant experience or a diploma with 4 years relevant experience;

An applicant must meet the required qualifications and experience in order to be shortlisted for interviews

B.Desired Skills

  • Ability to comprehend general business practices relating to the purchase, pricing, terms, shipment, taxes, and payment for commodities and services.  
  • Preferably buyer experience under a USAID funded project.
  • Ability to read, comprehend and apply knowledge relating to purchasing processes in English.
  • Ability to communicate orally in the English language with customers, co-workers, and vendors in face-to-face, one-to-one settings, or using the telephone or email.
  • Ability to translate invoices and bidder’s quotations into English language.
  • Capability to enter data into a terminal, PC, or other keyboard device, for long periods of time.
  • Ability to work cooperatively with other employees, branches and vendors.
  • Ability to resolve inquiries and complaints from assigned vendors under the direction of Contracts and Procurement Management.
  • Inventory and Logistics experience.
