Duties & Responsibilities:

Attend a full course of CLTS training at the central or/and provincial level
Implement the CLTS using the Participatory Rural Appraisal (PRA) tools with the villagers of target communities
Facilitate sessions with communities in realizing the negative hygienic and sanitary behaviors replaced with positive ones
Walk throughout the village and interact with all villagers facilitating a rapid change in the attitude of villagers
Vigorous follow up from the communities they are triggered
Effective use of IEC materials in the target villages and their follow up
Conduct hygiene education sessions for the villagers inside the village or at the district or provincial level
Assist the female CLTS facilitators liaising the female CHWs and establishing and training the Family Health Action Groups (FHAGs) from the mothers having children less than five years of age
Conduct community hygiene awareness and sanitary campaigns
Provide technical advice to the villagers in building sanitary latrine
Record day to day progress made by villagers in their village and reporting to his/her supervisor
Establish mutual and good relationship with the Community Development Councils (CDCs) and other influential leaders of the target villages
Assist the CLTS supervisor in arranging and facilitating ODF verification, certification and declaration ceremonies at the district and village level
Provide CLTS supervisor with success stories and photos from special occasions and progresses
Reporting on regular bases to the supervisor.


About Ru-WatSIP/MRRD:

The national Rural Water Supply & Sanitation Program (Ru-WatSP) was created in 2003 by the Ministry of Rural Rehabilitation and Development (MRRD). The responsibility of this program is to develop policy, formulate strategy, plan, coordinate, and implement rural water supply, sanitation and hygiene promotion activities undertaken by private sectors, National Governmental Organizations (NGOs) and the rural communities namely Community Development Councils (CDCs) and District Development Assemblies (DDAs). Through the promotion of improved access to safe and sustainable water supplies and sanitation services and the adoption of hygienic best practices at the personal, household and community levels, the Ru-WatSP works to reduce morbidity and mortality rates (particularly for children under five years of age) and enhance productivity and well-being. Access to improved and safe water and sanitation services in rural communities collectively contribute to increased human health. The program is inclusively supporting all of the communities including the poorest and vulnerable people.

RuWatSP with support from Italian Embassy is intended to implement hygiene and sanitation project in the province in order to contribute in achieving the overall policy goal and objectives, and therefore would like to hire new staff for undertaking the implementation of CLTS in the communities.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Baccalaureate degree from school / educational institute professional institute is preferred.
The CLTS facilitator should be literate (easily reading and writing in local language/s)
Around two years of experience working with communities.
Experience in hygiene and sanitation is preferred
Experience in working with community and community mobilization will be given the priority
Familiarity with cultures of different Afghan communities
Very good interpersonal communication skills
Fluency in speaking with villagers
Ability to speak in big gatherings and interact very smoothly and politely
The candidate should be very polite and patient
Skills to convince others
Must be able to communicate well in local language/s
The candidate must have the ability to work with people of different villages
Skill of working in a team.

The CLTS Facilitator will be reporting to CLTS Supervisor.
