COBIT / ITIL Implementation Coordinator (Kabul, Afghanistan)

We are currently looking for an ITIL / COBIT Implementation Coordinator for the Ministry of Communication and Information Technology (MCIT)

Duties & Responsibilities:

Be a guardian of the service delivery in terms of contract fulfilment and respect, continuous evolution and improvement, risk and opportunities detection.

·        Supervise, facilitate and optimize the efficiency & effectiveness of assigned processes fulfilment by the organization: contract fulfilment and performs the delivery of agreed services.

·        Manage, assess and improve the assigned ITIL / COBIT processes and the related service management tools. The role will manage between two and four of the following processes: Incident, Request, Problem, Demand Request, Change, Release, Service Asset & Configuration, Service Catalogue, Knowledge, and Service Continuity.

·        Manage “end-to-end” the assigned processes – including the related mandatory & appropriate reporting.

·        Design, implement, evaluate and improve the assigned processes – including related procedures/work instructions/guidelines, training materials, supporting tools.

·        Help the colleagues in comprehending the processes and performing efficiently and effectively – interview, pains detection.

The goals and mandate set for MCIT for the upcoming 5 years are:

·        To provide strategic leadership and supervision in ICT, Information and National Guidance for sustainable development;  

·        To develop an inclusive knowledge based society via provision of high quality broadband services throughout the country;  

·        To provide guidance and strategic direction on access to public information, telecommunication, information and communication technology and digital media;

·        To transform the existing manual, time-consuming and costly government procedures into more efficient electronic processes;

·        To facilitate the private sector development and attraction through provision of required government based services and support for ensuring their inclusion in digital economy;  

Facilitate digital connectivity, Internet and cost-effective access to information and communications infrastructure and services throughout the country; 

·        Promote the utilization of ICT as a cross-cutting issue in all sectors, to enhance the accelerated socio-economic growth and development through dissemination of public information and provision of innovative information and communication technologies;

·        To guide, deliver and supervise the information services, new technology and communication services to Government ministries and departments, both locally and externally;

·        Facilitate and reduce the administrative burdens to attract investments, both domestic and foreign and promote the creation of jobs;

·        Facilitate and lower down the administrative burdens to attract investments, both domestic and foreign to promote creation of jobs.

Bachelor or Master Degree, in computer science or any related field of computer science.

At least 3-4 years’ experience in IT environment.

Experience in managing ITIL / COBIT processes, ITIL / COBIT implementation, process transition, project management, and optionally business analytics.

Fluent English (written and spoken), Dari , Pashto.
