Communication Officer 2 (Nangarhar, Afghanistan)


Job Description

  • Contributes to define communications and possibly prevention objectives, strategies and plans of action for the area or programme covered in line with the priorities of AFC Sub delegation JAL office  AoR and/or the delegation’s communication and/or prevention strategy. With minimum supervision, implements relevant activities and develops tools for operational communication; community engagement; IHL promotion; supports building NS communication capacity through training; public communication, digital communication; information analysis/ environment scanning. Supports the SD management, all relevant departments and the specific file holders in KAB/COM in networking with relevant stakeholders and represents ICRC with various audiences. Follows political, security, military and humanitarian developments, as well as other issues related to the ICRC’s reputation/perception and contributes to analysis. Interprets and translates from and into local language in support of Communication programs when required. Is responsible at office level for the communications stock management. Trains and coaches the staff on external communications messages and behaviour.

  1. Specific Responsibilities Planning and Implementation of Communication Activities

  • Conducts regular operational communications and community engagement activities with various target groups and ensures all those efforts are directly linked to the operational priorities of JAL office. Ensures that all staff of the office are aware of the ICRC external messages and is trained on external communications according to their levels of interaction with beneficiaries, interlocutors and general public. Maintains regular contacts with ARCS communication officer, provides coaching, support, and technical input for ARCS dissemination activities. Checks and translates ARCS dissemination program expenses, bills and other documents such as per diem, quarterly narrative and quarterly budget and ensures proper filing of all document copies. Conducts general and thematic environment scanning on issues relevant to the office operations, and which contribute to the office  understanding of the security situation, the political trends, and the humanitarian environment in JAL AoR. Conducts stakeholder mapping of key target audiences and keeps the mapping regularly updated. Develops and updates the Context analysis file of the Sub-delegation. In coordination with SD management, relevant depts and COM/KAB, produces annual, quarterly and monthly PoAs, based on operational priorities of JAL office. Conducts networking with key target audiences and proposes creative ways of engaging with priority audiences. Organizes ad hoc events (Iftar, round tables, seminars etc) with key target groups. Under the supervision of the AFC and JAL management and COM/KAB, speaks to the media on behalf of the ICRC and accompanies local and foreigh media who visit the office. Registers the office activities and actively proposes and prepares feature stories for the ICRC in Afghanistan online platforms (Facebook, twitter etc) as well as ICRC website. Is responsible for analyzing and maintaining or improving the image, perception and reputation of the ICRC in AFC JAL office AoR.  Managing of ICRC Publications and Tools Orders stock for Sub-delegation use from COM/KAB regularly (or additionally if there are emergency needs). Organizes distribution of stock for external and internal use, and keeps a record of what is dispatched Informs all staff of new publications / products when available in the sub-delegation Contributes to the discussion on cultural sensitivities regarding publications. Proposes the creation of tools, better adapted to the context.

2.  Office Activities: Reporting:

  • Participates in reporting, evaluation and monitoring of operational, community engagement and public communications activities. Contributes to the reporting of the JAL office regarding monthly statistics, and through other channels as required. Reports regularly to the Communication team in Kabul on activities and operations as per the office Com plan of action. Provides input for the weekly and Monthly Reports, and for other reports as required. Develops and maintains a pleasant and conducive working environment with colleagues and line managers. Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC. Administration and Finance: Prepares service requests (SRs) as required in consultation with administration and logistics. Is aware of all the administrative procedures and ensure that admin works are implemented on time.

Interpretation and Translation:

  • Interprets accurately from English to national languages and vice versa during field visits and otherwise, as required. Translates documents from English to national language and vice versa as required Adapts his/her behavior to various interlocutors.

General Duties:

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement. Understands and adheres to the ICRC Code of Conduct. Respects and observes staff regulations and security rules at all times. Performs duties and tasks not covered in this job description and provide support to other departments when necessary.

Job Requirements

  • University degree or equivalent in a relevant field such as communications, political science, international relations or journalism. Fluent spoken and written English plus local languages, Pashtu and Dari. Computer skills (proficiency in MS Office); familiarity with digital communication tools. Minimum 3 years’ work experience in a field relevant to communication and/or prevention (preferably with the ICRC). Experience in an ICRC operation an asset. IHL knowledge an asset. Sound knowledge of the political, social and media environment in the country/region covered.
