Job Description
- Establish, align, coordinate and monitor annual, quarterly, and monthly work plans and budgets and ensure implementation; Build effective working relationships with relevant line departments and authorities. Review provincial manager works plans and approves them, and regularly follow up on the work plans implementation and ensure project milestones are achieved. Ensure implementation and use of tools and processes for timely measuring and documentation of qualitative and quantitative project performance against work plans and budgets, and contracts on a regular basis. Monitor project activities through regular field visits, ensuring quality control and compliance with project operational manual. Ensure that CDCs are working considering the project work plan in all the provinces. Organize weekly office meetings and ensure meeting minutes are prepared and filed. To be responsible for overall performance staff that delivers project activities, ensuring project quality, impact and its development. Provide support and facilitate capacity building of local community institutions and local government in order to enhance their understanding. Lead recruitment, induction, training, coaching, support and performance management of provincial personnel to ensure they are qualified, trained, motivated and collaborate to meet the highest professional standards. In close coordination with HR, coordinate effective line management and capacity building of project staff. In coordination with CAF management board monitor proper utilization of the project budget on monthly basis and prepare budget variance analysis report. Ensure regular and effective coordination is in place with provincial stakeholders.

Job Requirements
- Fluency in written English and demonstrated ability to write and lay out high-quality documents, Knowledge of Dari and Pashtu is compulsory. High-level proficiency in office applications, including spread sheets, word processing, PowerPoint, and Outlook. Excellent conceptual and analytical skills able to distil key ideas with clarity and precision. Strong organizational and coordination skills, able to work with significant levels of autonomy, manage personal priorities and meet tight deadlines. Resilience to live, travel and work in isolated and possibly insecure locations. Flexible and dynamic with the ability to deal with difficult, often ambiguous and challenging situations and creatively solve problems. Clear and firm commitment to the rights, equality, role and empowerment of women, minorities and persons with disabilities.
