Deputy Technical Manager (Sar-e Pol, Afghanistan)


Scope of work:

The Deputy Project Manager under the direct supervision of Sehatmandi project manager will plan, implement, and supervise all technical activities of Sehatmandi/ BPHS project in Saripul province. In addition, he/she will have to closely oversee the performances of technical units including HMIS, RMNCAH, capacity building, CBHC, nutrition, pharmacy, and EPI. In addition, he/she provides assistance to the project manager in planning and budgeting major activities.

 

General Responsibilities:

Acts in accordance with SAF’s policies and procedures.
Keeps confidential with issues related to SAF.
Develops spirit of cooperation and understanding among members of the team.

 

 

Plans, implements, and supervises all technical activities of Saripul Sehatmandi project.
Assists Sehatmandi project manager in planning and budgeting major activities.
Closely oversees performances of technical units including HMIS, RMANCAH, CBHC, pharmacy, EPI, capacity building, and nutrition.
Arranges meetings with all technical officers and supervisors to discuss on program progress and problems on weekly basis.
Technically assists the project supervisors and officers in the planning and implementation of the project.
Technically assists his/her subordinates in effective and timely completion of their assignments.

 

Closely monitors the trend of achievements VS the target indicators of Saripul Sehatmandi project and ensures the index and maximum levels of the project’s target indicators are achieved.

 

Regularly supervises/monitors the performances of health facilities to make sure the project activities are performed in line with Sehatmandi requirements.
Provide technical support to the health technical staff to ensure proper implementation of the project work plan and to design an action plan following GCMU/Third-party monitoring visits.
Ensures availability of MoPH’s policy documents, protocols, and guidelines at the project sites/health facilities.
Ensures that clinics’ based staff are provided with regular constructive feedback and recommendations.
Takes an active part in epidemiological activities at the provincial level.
Prepares monthly updates and quarterly performance reports of project and submits them to project manager for review in a timely manner.
Assists the project manager in developing the performance improvement plan (PIP)

 

Follows SAF’s policies, procedures, and objectives; continuous quality improvement initiative works/ performance.
Conducts need assessment of medical and non-medical equipment and accordingly assists the operation unit by providing it with the required information on the specifications of medical and non-medical equipment.

 

Identifies the problems and makes decisions for timely solving of the problems which can negatively affect the project implementation and accordingly reports the issue to the project manager.

 

Actively participates in all relevant coordination meetings with MoPH, community members, UN, and other NGOs at the central and provincial levels.

 

Takes timely actions for filing the vacant positions of the clinical staff and technical staff of the provincial office.

 

Maintains effective communication and coordination with all concerned stakeholders at the provincial level.

 

Performs any other duties assigned by the Project Manager

The vision of the organization is to get to a developed and welfare society for Afghan families and the mission of the organization 

MD/equivalent medical degree from university certified by the relevant higher education authority in Afghanistan or other countries.
Adequacy for the assignment
At least three years of full-time experience in managing provincial health projects/Technical health positions.
Training in RH, EPI, TB, Nutrition, IMCI, supervision & Monitoring, HMIS, and other topics related to BPHS guidelines and implementation.
Regional Experience
Relevant working experience in Afghanistan, especially in Jawzjan / Saripul province, or other post-conflict countries
Excellent team builder/player
Effective business communication skill
Ability to perform multiple tasks simultaneously
Fluent in written and spoken English, Dari, Pashto, and local languages.
