Education Officer (Kunduz, Afghanistan)


Job Description

Scope of work: SCA seeks to provide an opportunity for students in schools it supports to continue with learning through a Model EdTech project in hub and Community Based Education (CBE) schools that can be adapted and scaled up by other organizations. Through Piloting and Scaling-up of the Model Education Technology (EdTech), SCA aims to improve access to quality education among students in hub and CBE schools in Afghanistan. The Education Officer (EdTech) is a project-based and full-time position based at SCA’s Kunduz Liaison Office (KLO) under the Piloting and Scaling-up of Model Education Technology (EdTech) project (mainly covering Kunduz and Baghlan provinces). The position holder will spend a minimum of 40% of official time in the field throughout the year. He/she will work closely with other Education Project team members, teachers, and local education authority staff.  S/He will have sound knowledge of the Ministry of Education’s policies, guidelines, strategies, and plans. S/he will closely work with the Education Project team in the programmatic and technical support function with a primary focus on improving the quality of teaching and learning in the CBE schools/classes through EdTech interventions under the project.

Main Responsibilities

General:

Supervisory Tasks:

  • Continuously develop and monitor/review guidelines and manuals for quality improvement in project implementation in the schools.
  • Oversee and provide programmatic support in the implementation of the EdTech project in line with the project’s work plan.
  • Monitor the quality and implementation of the EdTech project through regular and planned visits to the project locations and provide feedback and (technical) advice to field staff.

Technical Tasks:

  • Contribute effectively to the planning and reporting of project activities in line with project objectives and SCA’s Strategic Objectives.
  • Support the Senior Education Officer (EdTech) and Education Project Manager in developing and revising the project work plan and budget as per the directives and guidelines from SCA and the donor.
  • Develop brief monthly reports showing the progress of the project in the field.
  • Work closely with the Senior Education Officer (EdTech) and Education Project Officer to collect, compile, record, and upload data and information in SCA Education Project shared drives
  • Develop project progress reports (as per donor requirements) with the guidance of the Senior Education Officer (EdTech) based in Kabul.

 

  • Assist the Senior Education Officer (EdTech) in designing and developing required training and the training manuals for the project.
  • Participate in project monitoring and evaluations
  • Regularly monitor project (schools/classes, training, and awareness) implementation and provide feedback and recommendations to field staff for improvement.
  • Review monthly reports of Education Field Supervisors (EFSs) attached to the project, provide feedback, and share lessons learned successes, and mitigation plans to address any challenges the project may be facing.
  • Ensure the EdTech labs are well equipped, functional, and utilized primarily by students and schoolteachers.
  • Ensure the mobile library is active and functioning and reaching well to the target schools and students.
  • Coordinate all project all related issues and plans including the construction of school buildings/Ed Tech Labs with the concerned project units at the RMO level.
  • Be familiar with the Inclusive and Child- Friendly Education Policies and other policies of the Ministry of Education.
  • Document the success and best practices of the project interventions for sharing with other duty bearers and Develop procurement plans for the project and follow up on the implementation of the plan in coordination with the
  • Ensure good quality and standardization of the teaching and learning equipment and materials (related to technology/ICT) in target schools under the project are procured and supplied to schools in time.
  • Track the project budget in consultation with the respective Education Project Manager.
  • Assist the Project manager and Senior Education Officer (EdTech) in budget adjustment and revision based on SCA standards and procedures.
  • In collaboration with the Senior Education Officer (Ed Tech) develop innovative, needs-based training initiatives for the capacity building of the project teachers, location education authorities, students, and School Management Shura (SMS) members.
  • Build the capacity of teachers for better implementation of the EdTech project activities in target schools.
  • Participate in meetings, workshops, seminars, and conferences organized by SCA management when and where required.
  • Attend all internal Education Project meetings (Quarterly review meetings, planning, trainings, and workshops).
  • Maintain good cooperation with the UN agencies, NGOs, and other stakeholders who are involved in Education and Technology in schools.
  • Contribute actively to ensuring broad understanding and acceptance of the Education Technology (EdTech) Project specifically and Education Programme in general by provincial/local authorities.
  • Enhance Education Project communication with the main actors in the related field at provincial levels.
  • Establish relations with the related departments in PEDs and have their support for the implementation of the EdTech project activities.
  • Attend meetings and gatherings related to the project activities at PED, UN agencies,

Background

SCA Background

 The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. Qualifications:

  • Bachelor’s degree in Education. A master’s degree in education or a will be a significant advantage and preferred.
  • As well from another field qualified candidate will be considered.

Experience:

  • At least three years of experience in Education, especially within an NGO, government, UN agencies, or similar organizations. Experience in planning, reporting, and budgeting.
  • Five and more than five years of experience for qualified graduation of another field.
  • At least one years’ experience in Education Technology.

Other skills:

  • Computer skills at operator level, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken. Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socioeconomic and educational backgrounds.
  • Ability to take initiatives and pursue work proactively without being intensively supervised.
  • Supervisory, team worker, analytical, troubleshooting skills, and good monitoring and evaluation.
  • Demonstrated knowledge and experience in handling the implementation of Education and Technology in schools, particularly the use of technology in teaching and learning.
  • Adequate knowledge, skills, and ideas in developing strategies and methods for use of technology in Education.
  • Proven ability to support and mentor colleagues and provide/receive constructive feedback.
  • Good data collection, compilation, analysis, and reporting skills.
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to the SCA environment.
  • Honest, proactive, and well-mannered
