Project Summary

The Asian Development Bank awarded Prime Nimmo Bell (PNB) the contract to prepare the Water Resources Development Sector Project (also known as the Community Driven Irrigation Management project). This project will support the Government of the Islamic Republic of Afghanistan in strengthening water resources management in rural areas of the country with emphasis on community implemented interventions. The project is comprised of three outputs: (i) community based irrigation scheme modernization, (II) climate resilient water management approaches demonstrated, and (iii) livelihood development, market linkages, and nutrition strengthened.

Key responsibilities:

The Environmental Specialist will participate in the selection of the irrigation schemes (project sites),  and in conducting of the field surveys of the 18 project sites in which candidate will be responsible for the environmental and climate change adaptation related aspects of the surveys.  Candidate will report to the Deputy Team Leader (DTL) in the TRTA team.

 Main responsibilities will include, but are not limited to;

Participate in the selection process of case studies sites (project sites) in seven designated provinces of Kabul, Ghazni, Paktika, Khost, Farah, Nangarhar, and Kunar
Assist with the development of surveys and baseline indicators, collect necessary field data, and assess the environmental and climate change related issues for the selected sites identifying current/future climate related risks and appropriate adaption options to address the risks in the context of the overall program. Appropriate adaption options shall be based on national and international lessons learned and best practices.
Assist with environmental and climate change data analysis for project specific feasibilities studies.
Assessment and recommendations as part of the survey reports to be the part of Due-Diligence Report
Collect and analyze necessary data to complete climate change related capacity needs assessment of stakeholders and beneficiaries.
Assist the Climate Change Adaptation Specialist with the data collection, analysis, and development of the Climate Vulnerability Risk Assessment, Environmental Assessment, and identification of institutional capacity and training needs.
Assist with the collation and synthesis of climate change datasets required for assessing drought and flood risks for project areas and identifying major data gaps.
Assist with analysis of historical and current trends in climate change risks for study areas, based on observed datasets;
Assist with analysis of potential future adaptation strategies and approaches for study areas under the guidance of the Climate Change Adaptation Specialist.
Assist with synthesis of potential opportunities for developing and implementing risk management strategies.
Do any other relevant task assigned by the DTL/TL

Qualifications required:

M.Sc in Environmental Conservation, Natural Resource Management, Disaster Risk Reduction, or Agriculture  with 3 years relevant experience 

B.Sc in Environmental Conservation, Natural Resource Management, Disaster Risk Reduction, or Agriculture with 5 years of relevant experience

Specific Skills Required:

Demonstrated knowledge and experience of environmental conservation and climate change adaptation.
Demonstrated knowledge of relevant climate change adaptations based on international best practices.
Demonstrated knowledge in data collection and analysis
Documented proficiency in spoken and written English, Pashto, and Dari

Travel Requirements:

Knowledge of and the ability to travel throughout the subproject location areas is vital to accomplishing the duties for the position. Candidates must be able to travel to all proposed subproject areas.
