Job Description

Summary of Key Functions The primary role of the Gender Manager (GM) is to support CARE Afghanistan’s program, projects, staff and partners to meet the challenges of advancing the Program Strategy Framework which has a strong focus on promoting gender equality and equity as well as women and girl’s empowerment. The GA will be actively engaged in the design of new concept notes and proposals to ensure the integration of gender sensitive programming elements in accordance with CARE’s global practices, donor requirements and CARE Afghanistan’s requirements. The GM will be actively involved in CAFG Advocacy strategy implementation.  S/he will further support the integration of gender in relevant programs, program quality activities, and proposal development through technical expertise, and fill in gaps through capacity-building where relevant The incumbent plays vital role in building CAFG capacity to implement and measure impact of its long term programs and initiatives that address women’s empowerment and gender equality. The position is also responsible for building skills and competencies of CO project level gender team and as well as that of partners to better understand and apply gender and women empowerment approaches, tools and good practices, including facilitating learning on how to engage men and boys in the promotion of gender equality. The position will directly manage/support program level gender specialists/advisors/officer will support Country Office particularly program quality department in development of coherent strategies, review, adaptation and execution of exaction of gender strategy, development of standards and guidelines on gender, GBV and protection across CARE’s program. furthermore, helps increases internal collaboration in development of thematic strategic framework and related SoP (for instance, SOP for GBV survivors and case management, gender integration/mainstreaming as required) In addition, the positions will proactively engage with external coordination in order to ensure that respective program’s efforts are adequately represented in an impactful manner and as well feedback from the cluster are adequately communicated with CARE. Key relations:

This position will work under the Advocacy Advisor but in close collaboration with with Deputy Country Director – Programme, Programme Quality Department, Programme Cordinators, other key sentior staff and relevant programs within CAFG.

 

External coordination with counterpart positions in NGOs, donors, forums and networks, organizations and consultants and GoIRA will be critical.  The GM is also expected to work closely with counterparts in CARE COs, with CI members, CARE member partners and any consultants or regionally based technical staff.    Duty Location: Based in KABUL MAIN OFFICE Key Results Expected:Gender Integration

 

  • Provide technical expertise to develop strategies, including advocacy that integrate gender equality, in line  with the CAFG Program Strategy Framework and Global CARE and National Priorities.
  • Identify gaps in terms of gender expertise in different CAFG programs and propose and lead capacity-building modules on selected topics
  • Contribute to the internal dissemination of gender equality policies and initiatives, good including good practices, lessons learned, wins, and other positive messaging among the staff
  • Contribute to gender integration in relevant programs, program quality programs, and proposals

 

Advocacy Support

  • Draft papers, key points, other related material related to CAFG Advocacy
  • Keep track of all developments related to the humanitarian situation in Afghanistan, especially related to gender, and especially in Dari and Pashto (e.g. local medias)
  • Support the research conducted by conducting interviews, transcribing them, translating them, coding them, and participating n the analysis as needed
  • Identify Advocacy focal points at each provincial level and train them on gender mainstreaming, capacity-building, and collection of advocacy key points from the field
  • Support the Advocacy Advisor as needed

 Strategic Planning, Analysis and Program Design

  • Support the implementation of a gender/women and girls’ empowerment and gender equality strategies that ensures technical consistency and coherence with CARE’s approaches and supports learning across the programs and projects. 
  • Support CO and partners to raise and leverage funds for gender capacity and cutting edge programs promoting gender equality through the design of quality concept notes and proposals (aimed at building CO staff and partners’ capacity in gender). Ensure and provide input in research process to address gender norms and disaggregated data is collected.   Review, revise and execute CAFG Gender Strategy for CARE Afghanistan Ensure that project narrative reports are reviewed and gender is mainstreamed Support the development of gender mainstreaming guidelines and a gender strategy for CAFG.
  • Support CO staff and partners in defining learning agendas and facilitate reflective learning and support establishment of mechanisms for effective learning and sharing of experiences. Support CO staff and partners to identify and operationalize program approaches and interventions that demonstrate high impact on empowering women and girls.  Ensure that gender marker is applied in all projects

 Capacity Building of CARE Country Office Staff and Partners

  • Lead the development of quality standards for gender sensitive programming, including tools for UCP/V and gender/power analysis and gender audits and train CO staff and partners to carry out these analyses. Plan for, and conduct gender capacity assessment of CO staff and partners Design and provide tailor-made gender capacity building training and coaching to CO staff and partners.
  • Establish a gender task force in Country Office with representation of all programs and related departments and conduct periodical regular meetings and ensure the group meets regularly Ensure that all project has unified gender related training materials and the relevant staff are orientated. Leading Gender Focal Point from each provincial office

 Strategic Support to Coalition Building and Policy Engagement

  • Facilitate CO and partners’ staff representation and participation in national, regional and international networks promoting gender equality and women empowerment. Representation of CARE in Gender-related forums as well as actively contributing to GBV Sub-Cluster Provide technical assistance to CO staff in the development of gender-specific national and regional advocacy strategies or multi-country gender issues. Support CO on policy analysis of all relevant laws and policies having an effect on women and girls.

Support and facilitate CO staff and partners to generate evidence from CO programs for policy engagement and advocacy with allies and coalitions.

Job Requirements

Core Competencies:

Strategic thinker with strong leadership and management skills adaptable to a large organization.  Able to facilitate change and demonstrate innovation.  Analytical / conceptual thinking. proven experience in drafting advocacy/ reporting papers Strong, clear communication skills and ability to take complex ideas and explain them for easy comprehension.  Self- starter and independent organizer.  Strong teamwork and inter-personal skills.  Effective coaching and mentoring.   Good problem analysis.

Education: 

Bachelors or Masters degree in a field related to gender such as gender studies, law, political sciences, and other social disciplines. With exposure/training in GBV/Rights, Peace and/or Security and Design and Monitoring of Programs  Skills: Adept in communication, experienced in representation of CARE at national and international events, good reporting writing skill, effective presentation skill, Excellent knowledge of both written and spoken English. Must be able to write reports in English.  Proficiency in Dari or Pashtu.

  • Desirable: research experience, including conducting interviews and coding using Nvivo, Kobo, etc.

Work Experience:

At least 5 years of work experience in program/project implementation in gender or related or a combined area of Rights and Awareness and Program Quality, Gender and women Empowerment in a development context, experience with both International and National Women’s NGOs or government organizations.
