Project Summary

The Asian Development Bank awarded Prime Nimmo Bell (PNB) the contract to prepare the Water Resources Development Sector Project (also known as the Community Driven Irrigation Management project). This project will support the Government of the Islamic Republic of Afghanistan in strengthening water resources management in rural areas of the country with emphasis on community implemented interventions. The project is comprised of three outputs: (i) community based irrigation scheme modernization, (II) climate resilient water management approaches demonstrated, and (iii) livelihood development, market linkages, and nutrition strengthened.

 

Key responsibilities

The Irrigation/ Design Engineer will have the overall responsibility to guide technical surveyors in topographic survey of command area, cross-sectional, and longitudinal surveys of 18 case studies sites including irrigation schemes, storage dams/check dams, Karizes, flood protection, and soil erosion sites.  Candidate is also responsible for the designs of all irrigation/water resources related infrastructure and will work with water management specialist and other consultants in the design and modernization of existing canal systems; repairing; maintaining; and construction of water related structures at subproject sites.  Candidate will report directly to the Deputy Team Leader (DTL). Moreover, candidate will be responsible for the following tasks.

Investigate and inspect proposed locations to catalog existing structures, flood protection sites, assess condition of infrastructure, and prepare initial designs in coordination with TRTA team.
Prepare designs and calculations of all existing and proposed irrigation related infrastructures e.g field turnouts, drop structures, culverts, weirs, and community access points etc.
Prepare designs of watercourse linings, e.g  (a) precast parabolic lining segments (PCPL) respective to discharge carrying capacity (b) in-situ lining (c) brick and stone lining
Prepare CAD drawings in consultation with other consultants in the TRTA for the check dams, small dams, and appurtenant works
Prepare  BOQ (bill of quantity) based on the CAD drawings of all civil works of the case study site
Drawings and calculation should be based on approved engineering standards
Identifying and proposing construction materials and their unit cost as per standards and site locations
Prepare work plans for each case study subproject site.  
Propose viable, cost effective solutions for soil drainage, water logging, and water wastage issues.
Propose designs and construction methods that can be practically implemented at a community level.
Prepare guidelines for all technical staff activities both in the office and on the site
Assist in record keeping and generating due diligence report for each case study site
Assist the consultants as directed by the Water Management Specialist/Deputy Team Leader

Job Requirements

Job Requirements:

M.Sc in Civil engineer/Water Management/Water Resources/Irrigation engineering or similar field with 2 years irrigation design experience

B.Sc in Civil engineering/Water Management/Water Resources/Irrigation engineering or similar field with 4 year’s irrigation design experience

Key Skills required:

Computer simulation/use of computer models is helpful.

Proficient with CAD, Eagle Point skills

Must be efficient in completion of the assigned tasks on time in the office/sits

Reasonable capability to read write and speak English, and fill design section of the Due Diligence Report.

 

Travel Requirements

Knowledge of and the ability to travel throughout the subproject locations areas is vital to accomplishing the duties for the position. Candidates must be able to travel to all proposed subproject areas.
