RESPONSIBILITY SUMMARY

The Monitoring, Evaluation, and Accountability (MEA) Officer, reporting to the Monitoring, Evaluation, and Accountability (MEA) Manager, will ensure effective, efficient, and reliable monitoring, evaluation, and accountability activities in support of ACBAR’s strategic pillars – in particular advocacy and capacity sharing/professionalization services. The MEA Officer, in coordination with the MEA Manager and relevant program staff, will identify objectives and activities where evaluation and beneficiary feedback are required to ensure quality implementation. The below responsibilities are not exhaustive; other tasks may be required according to changing operational and contextual needs.

ROLE AND RESPONSIBILITIES

  • Conduct assessments, focus group discussions, and key informant interviews as necessary according to ACBAR’s project, advocacy, and strategic plan design and implementation needs.
  • Together with the MEA Manager, design monitoring and evaluation activities to collect information and analyze needs, program quality, partner/beneficiary feedback, and impact in accordance with priorities identified by project managers and senior management.
  • Conduct regular monitoring visits to project sites during implementation, providing evidence of progress (e.g., photos with identified locations, videos, focus group discussions, and monitoring reports).
  • Collaborate with program staff and the MEA Manager to ensure effective planning and implementation.
  • Assist in the follow-up and investigation of negative feedback and/or complaints submitted to ACBAR’s Complaints Response Mechanism.
  • Assist in locating and following-up with potential cases for success stories.
  • Ensure compliance with ACBAR standards, Core Humanitarian Standards, and donor requirements and regulations.
  • Support the MEA Manager in implementation of the Complaints Response Mechanism for the Afghanistan NGO Code of Conduct.
  • Ensure that ACBAR’s accountability obligations are delegated and carried out in accordance with ACBAR protocols. Report any violations of ACBAR’s policies and protocols through its reporting mechanism(s).
  • Any other relevant duties as agreed with the supervisor.

Job Requirements

Job Requirements:

  • Minimum Bachelor’s degree in social sciences or other relevant field of study.
  • Minimum of four years of work experience, with a minimum of two (2) years of experience working in monitoring and evaluation teams with non-governmental organizations. Prior experience in humanitarian assistance interventions according to Core Humanitarian Standards is preferred.
  • Ability to think analytically, prioritize, and meet deadlines in a complex and challenging environment; must be culturally sensitive. Excellent problem-solving skills.
  • Demonstrate a strong work ethic with not only integrity and transparency, but also a high degree of flexibility with respect to working hours; ability to effectively plan and manage own time.
  • Excellent negotiation and communication skills, including a supportive working style
  • Strong computer/work processing and standard office software skills. Demonstrated experience with statistical software (e.g. STATA, SPSS, KoBo) is an advantage.
  • Excellent writing and verbal skills in English and Dari/Pashto for reports and communications documents.
  • Able to work under pressure and travel in difficult security conditions.

This position is open only to candidates authorized to work in Afghanistan as national staffs. ACBAR strongly encourages applications from qualified women.

PARAMETERS

Start Date:  Preferably 1 February 2021, or before

Location: Kabul, Afghanistan, with frequent travel to the regions (security permitting). All ACBAR staffs must abide by all safety and security protocols.

Contract:  Contract is through 31 December 2021, renewable on an annual basis depending on funding and performance. Salary and conditions are according to ACBAR’s salary scale.
