National Coordinator – Education (Programs) (Kabul, Afghanistan)


Job Description

AKF (Afg) is seeking a National Coordinator, Education (Program) who, as focal point for assigned project(s), will coordinate with relative departments to support the Education Program’s achievement of project deliverables and goals, including developing reports / workplans, coordinating project deliverables with field / national teams, and building positive relationships with education stakeholders. The National Coordinator, Education (Program) is a key member of the Education team who reports to the National Manager, Education (Program) and works in close cooperation with the National and Regional Education teams, Partnerships Unit, Education Knowledge Management Coordinator (EKMC), Implementing Partners, Ministry of Education (MoE), and Donors. The position’s scope of work includes:

  • Producing high quality reports, workplans, and other project deliverables as per project and donor requirements; Establishing and maintaining positive relationships with Donors, global / field teams, and other Education stakeholders; and Representing AKF (Afg) in grant-specific meetings, events, and working groups.

S/he will be based in Kabul, with potential travel to program areas (pending security). AKF (Afg) Education currently works in five regions of central and north-eastern Afghanistan (Bamyan, Parwan, Baghlan, Badakhshan, and Takhar)

Background

The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health. 

Job Requirements

Reporting: Submit high-quality, timely reports / other required project documents to Donor as per document requirements; Work closely with AKF (Afg) National and Regional Education team and EKMO to obtain relevant information required for the documents/reports; Prepare ad hoc information requests/reports for internal / external stakeholders including project briefs, and presentations; and provide feedback / support to field / national teams to ensure they meet project requirements. Knowledge Management: Work closely with Education Knowledge Management Coordinator (EKMC) to adapt monitoring tools to capture project indicators and other necessary data to monitor and report on project progress as per logframe/PMF/donor requirements; Support the coordination of external / internal monitoring visits/spot checks; Support EKMC with coordination of research and evaluation studies to ensure alignment with project requirements; and Maintain thorough electronic records of all project documents. Workplan Tracking: Develop and submit project workplans as per Donor requirements and deadlines; Monitor project activities and progress against workplans; Coordinate with AKF (Afg) Education National and Regional team members to identify implementation challenges,/changes in context and solutions and negotiate with Donors on adaptations to project activities, reporting, budget, timelines, or other project documents; and Review AKF (Afg) Yearly Plans of Operation (YPO) to ensure alignment with project workplan and log frame. Financial Monitoring: Support National Manager, Education (Implementation & Operations) and Finance focal points to align budget with project workplans, targets, and project adaptations; and Communicate budget issues/change/extension requests with Donors, as needed. Strategic Communications: Develop and disseminate communications materials for internal / external audiences to document project impact, including lessons learned and best practices, through coordination with media professionals and Regional Education offices to produce high-quality videos/photos, case studies, human interest stories, etc. External Relations: Build and maintain constructive working relationships with relevant stakeholders including Donors, MoE, global / field teams, etc. Represent AKF (Afg) in external / internal forums, events, and working groups and share clear minutes/event reports with relevant staff; and coordinate with relevant departments to facilitate Donor missions/field visits. Gender Equality: Ensure gender equity and gender mainstreaming throughout project implementation in coordination with AKF (Afg) Gender unit.  Child Protection: To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy. To report any suspicions or actual violations of the Safeguarding Policy and and/or Child Safeguarding Policy as per the given training. OCASIONAL SIGNIFICANT DUTIES – Support AKF (Afg) Partnerships Unit and National Manager, Education (Program) with proposal and concept note development to mobilize additional funding for project program areas Support short-term AKF (Afg) Education assignments, as needed. DECISION-MAKING & AUTHORITY –  Project coordination of assigned projects (project deliverables and compliance) in coordination with AKF (Afg) senior management.
