Partnership Officer (Kabul, Afghanistan)


Job Description

Purpose of The Position:  The Partnership Officer (PO) supports the Programme Department in developing and implementing WHHs Partnership Strategy to strengthen and build the capacity of Partner organizations. The PO oversees the activities of Partner organizations implementing WHH Programmes and facilitates clear communication and support (as necessary) for transparent administration and quality implementation of WHH Programmes in Afghanistan.  Main Responsibilities: Lead the process for the Development and implementation of WHHs Partnership Strategy including develop the ToR, conduct the activities related to the development of Partnership strategy, develop the tools for the implementation and monitoring of Partnership strategy, develop the monitoring framework for Partnership strategy and develop the partnership capacity building strategy. Facilitate clear communication between WHH and Partner organizations Prepare partnership agreements along with all supporting documents and annexes Conduct partner assessments for WHH partner organizations Assess proposals, including conceptual, methodological, operational, evaluative, and financial aspects of WHH partner calls Facilitate partner project kick-off, project review and lessons learnt workshops with emphasis on partner performance assessments Assess and provide feedback on proposal, planning and reporting documentation provided by Partners in consultation with WHH Area Managers and Project Managers. Support WHH and Partner representation with relevant line ministries to acquire project registration and MoUs Network with (inter)national staff of other INGOs, NNGOs and external stakeholders, to contribute to a situation analysis of thematic sectors (i.e. economic development) Participate in the development of WHH Afghanistan strategic documents to ensure cross cutting issues including gender, protection and the triple nexus are considered in all programmes; advise Partner organisations on implementation of cross cutting issues in programming. Maintain knowledge management structures for internal documentation, evaluations, project learnings, and external information sources; including uploading and filing relevant programme documents in WHH’s intranet and project management software, O365 and ProMis Participate in WHH Afghanistan’s management meetings where applicable Participate in cluster meetings as required, in ACBAR meetings or other programme related meetings, providing feedback in writing Support the Head of Programmes and Project Advisors as well as other staff members during field trips ACBAR Twinning Programme Focal Point: Lead and facilitate the required meetings for the twining partners and prepare monthly progress reports. Translate documents to and from English into Dari / Pashto Any other task assigned by the Programme Department

Background

Welthungerhilfe it is one of Germany’s biggest non-governmental relief organizations. Non-profit making, politically independent and non-denominational, the organization is run by a Supervisory Board of honorary members under the patronage of the President of the Federal Republic of Germany. Its work is funded by private donations and public grants. Welthungerhilfe is working since the 1980’s continuously in Afghanistan and opened the first offices in 1992. Since this time Welthungerhilfe has implemented some 165 project in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.

Job Requirements

Job Requirements (experience and education)  Master Degree and/or at least 1-2 years’ experience in a similar position preferable with an INGO  Background as a former Project Manager/Project Officer is an asset  Reports to: Head of Programmes  Preferred skills: High level of intercultural competency, ability to listen, build trust and work as a team towards a common goal Excellent communication skills High level of self-motivation and ability to work in a solution-oriented manner The position requires approximately 20% travelling – the candidate must be able to travel alone to all regions of Afghanistan that are considered safe for travelling according to internal security assessments Proficient verbal and written communications skills in English including the ability to prepare and review reports, proposals, policies and procedures Fluent in Dari and Pashto, verbal as well as written Computer skills including the ability to operate spreadsheets and word processing programs proficiently, ability to quickly familiarize with new software programmes A keen eye for detail and a positive attitude to work that is at times repetitive and time-consuming Effective public relations and public speaking skills Stress resilience Time management skills
