Procurement Specialist (Kabul, Afghanistan)

Job Description:The procurement Specialist will deliver but not limited to the following tasks: Specific Tasks:

  • Having familiarity with afghan E-Tendering process, and responsible to prepare bidding document in compliance with E-Tendering Procedure. Inserting the required data in the E-Tendering system and liaises with NPA E-Tendering Unit. Develops and implements the use of the Procurement Law of the Government of Afghanistan, Asian Development Bank and World Bank rules and regulations, and in-line with NWARA practices (including a state-of-the-art procurement filing, tracking and data management system and a comprehensive database of suppliers/providers); Preparation of ICB, NCB Bid documents for all goods, consultancies, works and other services packages of CPMO and NWARA and ensure that all procurement processes are in compliance with the Procurement Law of the Government of Afghanistan (i.e. managing the preparation of EOIs bidding documents, RFPs, evaluation reports, contracts, etc); Responsible for ensuring that procurement is performed accountable and with full transparency and implement specific controls to prevent fraud, collusion, and corruption; Preparation of Contract documents and ensuring the proper documentation of all contracts, including variations or amendments, certification of interim progress payments and final completion. Liaises closely with Finance, Quality Control Unit, Supervision Unit, Engineering Unit, Programing Unit and Administration Units to ensure the rapid coordination and dissemination of results of procurement processes including selection and pricing; Plans and implements a program of professional development for Procurement Unit staff and provide continual on-the-job training to the same staff to transfer technical skills and knowledge; Prepare a monthly procurement report for CPMO and NWARA management and other procurement reports and documents required for management, donors, and NPA. Performs other duties as assigned by CPMO and NWARA management. Legal recommendation to procurement related issues and contract management issues. Evaluation of ICB bids (Works, Goods, Consultancy   QCBS/QCS/ICS) etc. Maintaining of a proper filing system for all relevant procurement documents in the project and prepare reports and documents for any audit and review missions. Have Familiarity with procurement management process (bid preparation, advertising, bid reception and evaluation, contract awards and documentations). Prepare appropriate reports on the project activities for internal and external purposes. Participation in any committee assigned by CPMO, Procurement Directorate/ top management; and any other task giving by CPMO and Procurement Director

Background

About C_PMO/NWARA:The National Water Affairs Regulation Authority (NWARA), Islamic Republic of Afghanistan has received four grants under the Agriculture and Natural Resources (ANR) sector portfolio of ADB. (NWARA has established a Central Program Management Office (CPMO) to centralize and streamline the activities under these grants. The CPMO handles procurement, project administration, contract management etc. for the projects financed under the Grants.  The incumbent of this position is responsible to support the team in central program management office (CPMO)/ NWARA Procurement Directorate responsible for implementing the projects financed under grants. ADB and GIRoA tendering procedures and reporting formats will apply. The Procurement Specialist will prepare the tender documents and assist the CPMO/NWARA to prepare the various submissions to ADB and GIRoA. S/he will be stationed in the CPMO/NWARA in Kabul with possible trips to the project sites as required.

Job Requirements:

  • B.A Degree in Economics, Law, Administration, Management, Finance and engineering At least 5 years of experience in procurement.   Having experience in E-Tendering is highly preferable. Training skill in procurement Overall relevant experience should not be less than 5 years Fluency in Dari/Pashto and English

The candidate should demonstrate:

  • Adequate knowledge of government and ADB and WB procurement procedures and regulations Adequate knowledge of procurement Cycle  Good working knowledge and practical experience in Government procurement projects. Sound written and verbal English and Pashto/Dari communication Excellent communication skills with the ability to build working relations and engage with project related stakeholders, both internal and external including the technical and financial management experts. Advanced knowledge of Microsoft Office Suite and able to work with digital system. Ability to work in difficult environment Contribute positively as a team player.

Reporting Requirements and Deliverables:

  • Monthly, Quarterly achievement Reports Other Reports requested by NWARA. Other Terms and Conditions: The contracted staff will be appointed based on performance of the incumbent and business need.

The employee will be selected in accordance with ADB procedures.
