Project Manager (Nangarhar, Afghanistan)


Job Description:

DUTIES AND RESPONSIBILITIES:

The Project Manager will follow JEN mission and vision. Under the direct supervision of Acting head of office, the Project Manager will contribute substantively to the projects in accordance with strategies and approaches developed by JEN Afghanistan program; and will assist in the smooth implementation of JEN Afghanistan program and projects. The Project Manager will do more specifically:

Project Implementation and Development:

Understand a timeline and a time frame of the project and keep deadlines.

Understand the logic and strategy behind the budget.

Support in program and project planning process and provide input within the context of JEN’s strategic and program framework.

Build field capacity to assess, monitor and evaluate field interventions.

Assist Acting head of office in direction and coordination of all program and projects through integrated and cohesive project management framework.

Always coordinate with Senior Program Officer who remotely runs the program and projects and Acting head of office. Keep them briefed, informed and updated on progress, local decision, situation with beneficiaries, situation and coordination with stakeholders, challenges and their (suggested) solution, etc.

Prepare project reports and proposals.

Provide guidance to the Field staff to enhance quality of project management with sustainable perspective and ensure effective results of the projects.

Facilitate result-based project plans built on evidence and logical frameworks.

Arrange and coordinate with line ministries, their provincial offices, other local authorities, local communities, other stakeholders and other aid organizations in order to avoid miscommunication/misunderstanding and overlapping of (the targets of) interventions and to enhance effective project implementation.

Attend coordination meetings and make new contacts.   

Assess possibility of development of the implementing projects and starting new projects through finding needs and funding opportunities and propose it to Acting Head of office and Senior Program Officer.
 

Reporting:

Draft reports and minutes such as the weekly progress report and the minutes of each meeting attended and share them with Acting Head of Office for finally reporting to Program Officer and Head of Office (International staff)

Check reports drafted by hygiene promoter, Master trainer, MEAL officer and other field staff.

Security:

 Check the whereabouts of the Field staff whenever leaving for their road trips and arriving at their destinations and vice-versa and coordinate with Acting Head of Office for ensuring their security and safety.
Others:

Ensure that the Field staff abide by JEN’s rules and regulations and make JEN’s policy work. Also, manage the performance of the Field staff through effective key performance indicators. 
Develop the skills and capacity of the Field staff by coaching, providing advice and opportunities, and finding adequate trainings.
Perform any other duties and tasks as may be assigned by supervisors.
Cooperate in PR through take photos of implementing projects, interviewing beneficiaries and stakeholders and writing articles.

About JEN (Japan Emergency NGO):

JEN (Japan Emergency NGO) was established in January 1994 to provide emergency assistance in the countries of the former Yugoslavia. Since then, adhering to the concept of “psycho-social and self-reliance support,” JEN has been consistently in charge of offering support activities to those people who have been stricken with hardship due to conflicts and disasters across the globe, in every phase of recovery from emergency assistance to reconstruction. JEN became a non-profit organization in 2000, opening its headquarters in Shinjuku, Tokyo. Authorized by the National Tax Agency on September 1,2005, JEN offers assistance activities in Afghanistan, Iraq, Sri Lanka, Pakistan, Tohoku, Kumamoto and Jordan (for Syrian Refugees). JEN is registered at No.125 with Ministry of Economy of the Islamic Republic of Afghanistan in Nov, 22, 2005

Job Requirements:

A minimum of 7 years experiences in program or project management, including minimum of 4 years international experience at a senior level. 

  • Ability to establish and maintain effective working relations in a multi-ethnic/national/cultural environment with sensitivity and respect for diversity

  • Should possess good leadership
  • Excellent organizer, coordinator and good team player
  • Excellent communicator, active listener and strong decision-making skills
  • Ability to plan and prioritize work, work well under tight deadlines and handle multiple  concurrent activities
  • Positive attitude and strong analytical, interpersonal and communication skills plus problem-solving skills
  • Proven ability to exercise the initiative and resourcefulness necessary for prioritising multiple clusters/components
  • Sound knowledge of result-based management of projects as well as monitoring and evaluation
  • Evidence of utilization of planning tools and methodologies for the application of assessment, design, monitoring and evaluation process
  • Excellent command of computer software and applications (MS Word, MS Excel and PPT)
  • Excellent command of written and spoken English and National language (Pashto and Dari).
