Job Description
Background:
- The National Water Affairs Regulation Authority (NWARA) is one of the most important sectoral Authorities in Afghanistan. According to law of Afghanistan, the NWARA is responsible for integrated water resource management, feasibility studies, technical surveys, design, supervision and construction of all water infrastructures and water facilities, including dams, canals, Intakes and other hydraulic structures in the country.
- Toori Reservoir Small Dam project is located in Qalat district, Zabul Province is funded by the Government of Afghanistan (Development Fund), and has been contracted with National Development Company (Helmand Construction Company) for Implementation and construction.
Objective and Purpose of Assignment:
- NWARA is determined to finish the project on time with assuring the best quality of work by contractor employees. Therefore, it is intended to establish an expert and experienced team for implementation of project, supervision of work, and assurance of quality.
Scope of Work:
- The mentioned projects are the strategic and highly important construction projects of government of the Islamic Republic of Afghanistan, for the purpose of water resources management, Flood control, land irrigation, and environment protection.
Duties & Responsibilities:
- Conducting practical survey of dams, canals, irrigation and hydraulic structures, Road and Buildings with the required time frame.
- Preparation of formats for quantity survey of dams, canals, irrigation and hydraulic structures, Road and Buildings.
- Work quantities estimation and approval.
- Verify the accuracy of survey data, including measurements and calculations conducted at survey sites.
- Record the results of surveys, including the shape, contour, location, elevation, and dimensions of land or land features.
- Calculate heights, depths, relative positions, property lines, and other characteristics of terrain.
- Plan and conduct ground surveys designed to establish baselines, elevations, and other geodetic measurements.
- Conducting topographic survey, profiles and cross-sections.
- Compute geodetic measurements and interpret survey data in order to determine positions, shapes, and elevations of geomorphic and topographic features.
- Conduct research in surveying and mapping methods, using knowledge of techniques of photogrammetric map compilation and electronic data processing.
- Locate and mark sites selected for geophysical prospecting activities, such as efforts to locate petroleum or other mineral products.
- Survey bodies of water in order to determine navigable channels and to secure data for construction of breakwaters, piers, and other marine structures.
- Perform any other survey activities needed for the projects.
Background
In accordance with the Decree 36 of the presidential office of the Islamic Republic of Afghanistan in view of national politics and strategy of the country during 1398, the National Water Affairs Regulation Authority (NWARA) has been established from one existing ministry: Ministry of Energy and Water
The Government of Afghanistan has identified the rehabilitation and expansion of the country’s physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the water sector occupies special prominence in the Government’s development plans. Several major Water sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the National Water Affairs Regulation Authority (NWARA).
Given the technical complexity of the Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the NWARA assists its administration that will be based in Kabul and will reinforce NWARA in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for water sector development
Job Requirements
Qualification and Experience:
- Bachelor’s degree in Geomatics, Civil, Hydraulic Engineering or any other relevant field, master’s degree is highly preferred.
- Minimum 5 years of experience with Bachelor’s degree, or 3 years of similar experience with Master’s degree.
- Experience with dams, canals, irrigation and hydraulic structures projects is highly preferred.
- Professional MS Office and engineering software’s (Auto CAD, Civil 3D, GIS).
- Outstanding interpersonal and team management skills;
- Familiar in using of survey instruments (Total station, Level, transit, GPS and others).
- Familiar with international standards of survey.
- Excellent written and verbal communication skills in English. Working knowledge of Pashto and Dari
