Job Description

SUMMARY OF KEY FUNCTIONS

Provide Inputs to elaboration and implementation of operational strategies

Management of procurement/logistic processes
Implementation of sourcing strategy and e-procurement tools.
Logistics management and support 
Facilitation of knowledge building and knowledge sharing.

KEY RELATION    

Reports to the ACD Program Support
Supervises logistic and procurement team on all matter related to the delivery of procurement and logistic support services
Collaborates with program, finance, program support, internal audit and provincial offices
Actively contributes to PS Management Team meetings to create an awareness on procurement and logistic matters.

KEY RESULTS EXPECTED

Provides analytical inputs to elaboration and implementation of operational strategies, focusing on achievement of the following results:

Full compliance of procurement activities with CARE rules, regulations, policies and strategies; implementation of the effective internal control, analysis of parameters in support of proper design and functioning of a client-oriented procurement management system;
Incorporate inputs from senior management in the procurement manual and put it in practice.
Analysis and proposals on cost saving and reduction strategies in project;
Analysis and proposals on elaboration of contract strategy, sourcing strategy, quality management, supplier selection, improvement of procurement processes in project.

 

Supports management of procurement processes for project, focusing on achievement of the following results:

Analysis of information for preparation of procurement plans for the project and monitoring of their implementation in collaboration with direct supervisor and project manager;
Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with CARE rules and regulation;
Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched in collaboration with CARE Country Office;
Elaboration of proposals and implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement. 
 

Ensures implementation of sourcing strategy and e-procurement tools, focusing on achievement of the following results:

Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation criteria, quality and performance measurement mechanisms;
Coordinate with requesting parties and units about the procurement committee members and increase transparency of the procurement transactions
Coordinate and communicate to programs about the specifications of goods and services as needed.
Mobilize coordination with Program and Finance about vendor review committee and selection of appropriate vendors

 

Logistics management, focusing on achievement of the following results:

Design and conduct logistics and supply needs assessment and prepare plans based on that;
Ensure timely supply of fuel, stationary, minor IT equipment and printing using CARE’s proper use of Long Term Agreements (LTAs) with suppliers and other processes in accordance with CARE rules and regulations;
Ensure that office supplies reach project staff in the project office and provincial offices in a timely manner
Timely delivery of furniture and equipment to project staff and provincial offices
Work closely with relevant project staff to ensure timely inventory of newly acquired equipment and assets.
Make sure that all the computerized inventory systems are working and updated all the time.
Initiate and supervise the periodic physical count of the mission inventories and warehouses and submit the report to SMT after completion.
Ensure that all warehouses and stores across CARE are using the standard property management systems and forms.
Assist the internal and external auditors, while doing the audit of warehouses and stores.
Provide on time feedback for head and sub-office inventory responsible staff

Ensures facilitation of knowledge building and knowledge sharing in project, focusing on achievement of the following results:

Participation in the organization of training for the operations/ projects staff on Procurement and logistic;
Synthesis of lessons learned and best practices in Procurement;
Contributions to knowledge networks and communities of practice.

Skills and Experience: (Write relevant skills and specific experience in demonstrating the skill which may help the position)

– Proven and relevant work experience of procurement management and logistics in humanitarian/ development sector preferably in an INGO

– donor experience as desirable.

– Good planning, organizational, and analytical skills in procurement management;

– Ability to prioritize workload whilst maintaining a high standard of work;

– Able to take initiative and team work approach;

– Excellent written communication skills;

– Demonstrated technical and managerial ability, sound judgment and ability to work effectively with others at all levels;

– Ability to effectively liaise with key external clients, and other relevant stakeholders;

– Good presentation and training skills;

– Knowledge of working on a sophisticated financial software will be desirable. Education: 

The incumbent should have a Bachelor’s degree, Master’s degree is preferred

Work Experience:

Minimum of 7 years practical experience in the fields of procurement and logistics

Languages Skills:

         Full command of written and speaking Dari, Pashto and English is required
