SCOPE Registration Officer (Paktika, Afghanistan)


Job Description

The purpose of this position is to ensure that the surveyed beneficiaries are added and registered in the WFP’s SCOPE registration system accurately and in timed manner. The incumbent will make sure to register all the surveyed and selected beneficiaries in the SCOPE registration system of World Food Program WFP. SCOPE allows to register beneficiaries with biometrics; this reduces duplicate identities and assures that the assistance is provided to the right person. MAJOR RESPONSIBILITIES: The SCOPE Registration Clerk will record and register the project beneficiaries work under the direct supervision of the project manager and report the finding and list of beneficiaries to program unit including the project manager. She/he will be fully responsible for SCOPE related activities of the project in the site office of the project (Paktika). She/he will be responsible for the over-all management of the SCOPE database and will make sure ORD & WFP registration rules and regulation are properly implemented in the field office and related project. More Responsibilities:

  • Conduct meeting with CDCs DDA and PAT-monitor regarding the SCOPE registration goals and objectives and share the meeting minutes with ORD and WFP office in Kabul Prepare the list of identified beneficiaries which will include the beneficiaries’ national ID numbers. Prepare SCOPE registration plans and Share with ORDoffice in Kabul. Implement the SCOPE registration plans and coordinate the implementation methodology with WFP . Register at least 50 beneficiaries per day in SCOPE database and report the registration statues with relevant stakeholders. Prepare beneficiaries registration forms in accordance to WFP office necessity. Share the registered list and forms with WFP and ORD office in Kabul. Upload the registered data in SCOPE database and report the uploading process with WFP and ORDoffice in Kabul. Coordinate the registration findings with WFP project focal point and ORD program unit and seek advice for the solutions. Any other tasks related to SCOPE registration process assigned by the ORD program and project office. 

Background

Organization for Relief Development (ORD) is a non-profit national NGO which has been established in January, 2010 subsequently after the general meeting held in Kabul which was attended by highly professional and experienced Afghan activists. ORD was established with an overall outlook of assisting the most vulnerable segments (individuals and groups) of communities in rural, semi-urban, and urban communities throughout Afghanistan. The core strategy for achieving the outlook is to nurture a peaceful society where every Afghan individual or groups of individuals can seek protection and become part of the development process through expressing their opinions, identifying the problems and challenges they are confronted with, and recommend local solutions in community participatory manner. The ORD ultimately aims at turning the  poorest,  destitute  and  still  passive  segments  into  active  agent and owners of their development process.

Job Requirements

  • The applicant must be a Paktika Province resident; At least two years’ experience in a similar job or data management and entry. University degree related to Business Administration, Social Science, and Management/Computer Science or Statistics. Personal Management including initiative, self-motivation and direction; Ability to set priorities and undertake new tasks quickly; Ability to communicate effectively with a wide range of audiences; Cross –cultural sensitivity, flexible worldview, emotional maturity and physical stamina; Ability to work in and contribute to team building environment; Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources;  Language & other requirements: 
  • English, Pashtu (essential), and Dari (essential). Must have computer and Kobo skills
