SUMMARY OF KEY FUNCTIONS

Report warehouse and non-warehouse inventory timely
Facilitation of knowledge building and knowledge sharing on Logistics and Procurement matters
Report personal property and inventories for insurance 
Handle procurement of goods and service timely

KEY RELATION    

Reports to the Procurement and Logistic Manager
Conduct logistic orientation and workshop to CARE Staff and Partners on logistic matters
Collaborate with all sub-offices’ related staff on Logistics matters

KEY RESULTS EXPECTED

Preparation of warehouse and non-warehouse inventory reports to CARE HQ, donors and other stakeholders.

Generate warehouse inventory report and circulate it to concerned departments at the end of each financial period.
Assist the sub-offices in handling of databases and provide technical support for them.
Provide on job training opportunity for newly hired staff in main and sub offices.
Ensure that all warehouses and stores across CARE are using the standard property management systems and forms.
Assist the internal and external auditors, while doing the audit of warehouses and stores.
Assist the procurement and logistic manager in review food and inventory manuals, commodity/inventory forms and collect recommendation for improvement and standardization of the system.
Prepare location wise list of personal property and inventories of CARE for Insurance purpose as per the requirement.
Assist the procurement and logistic manager in leading the annual physical inventory for warehouse and non-warehouse inventory items in all CARE offices at the end of each FY, and report the difference between the physically observed items with the book balance of the mission. Update the databases accordingly.
Arrange trips to sub / site offices for the purpose of monitoring, physical inventory, up grading and provision on time feedback for concerned staff.
Assist the procurement and logistic manager to review the food and non-food inventory forms used within the organization and maintain coordination with related section and programs.
Record CIK grants receipt and dispatch in databases and prepare monthly adjustment report with consideration of quantity and cost of CIK grants for submission to finance department and reconcile with the Pamodzi package at the end of each financial period.
Prepare CIK/Food quarterly report for CARE USA HQ.
Key Results Expected on Procurement

Receive complete and approved purchase/service online requests from requested parties through Pamodzi system.
Make sure that the required goods/service is complete and clear in terms of specifications, quantity and UOM, location and lead-time.
Prepare online and off-line RFQ and RFP for purchase of goods/services and collect quotations from the reliable and approved vendor.
Enter the quotations’ prices into the Pamodzi.
Implement approved vendor list at all the time and ensure that the supplier is reliable in offering the required goods and services    in terms of reasonable price, better quality and on time delivery.
Enter vendors when there is required into the system.
Prepare the offline and online Summary Bid Analysis and Stage PO and get the approval.
Send procurement document to Finance for payment and follow up vendors’ payments with finance and cashier.
Any other task assigned by his/her supervisor.

Education: 

At least university Graduate in field of management administration and other relevant field

Work Experience:

– At least 5 years of work experiences in logistic and procurement preferably with international organization. Experience in donor-funded environment will be preferred.

– Ability to effectively liaise with key external clients, and other relevant stakeholders;

– Firm belief in teamwork, gender equality, participatory approach and sustainable development;

Languages Skills:

Fluent English in both written and Speaking plus in Dari and Pashtu.
