Objectives and Duties:
The Senior Procurement Assistant is responsible to ensure that all Musharikat procurement of goods and services are achieved according to project policies and deadlines. S/he will implement policies and procedures to ensure that all commodity procurement actions are compliant with FAR and AIDAR regulations. Additionally, the incumbent will be required to provide logistical support for the Musharikat program at its Kabul office.
Handle low-threshold levels of procurement
Assist the Musharikat teams in daily office functions, including clerical, and administrative duties.
Prepare the bid packages for evaluation committees.
Conduct local market research.
Purchase goods and services on a daily basis from market.
Process invoice discrepancies and communicate with vendors to resolve problems.
Track and ensure prompt and efficient delivery goods and services.
Track blanket purchase agreements tracker.
Maintain update vetting trackers and submission of vetting package.
Provide assistance to procurement team in database entry procurement tracking and reporting.
Maintain integrity of procurement system and files in compliance with DAI practices and policies and USAID rules and regulations.
Maintain procurement RFQ/RFPs tracker and provide regular updates on status to the Procurement and Subcontract Manager and relevant technical staff.
Review procurement documents in TAMIS as well as hard copy files to ensure all backup documents are included in compliance with the project Field Operations Manual and revise/correct as required.
Report accurate financial data to Finance team on planned procurement activities.
Other duties as assigned by the Procurement and Subcontract Manger.
The Senior Procurement Assistant will report to the Musharikat Procurement and Subcontract Manager.
DAI is implementing the five-year USAID-funded Musharikat project across Afghanistan, working in all 34 provinces with the goal to increase the equality and empowerment of women throughout the country. Musharikat will provide opportunities for women’s rights activists and groups to jointly identify and carry out discrete advocacy and public awareness campaigns designed to influence local, provincial, and national public policies that advance women’s welfare and opportunities by specifically building a constituency supportive of women’s rights.
Minimum 3 years of work experience with national or international organizations in relevant filed.
Prior experience handling vendor accounts, office administration, logistics and/or operations.
Ability to travel based on need.
University degree is required.
Oral and written fluency in English, Dari and Pashto.
