Job Description
- The Social Safeguard officer will ensure selected projects comply with the requirements and procedures stipulated in relevant documents, including but not limited to ADB Safeguard Policy Statement (2009) and Government of Afghanistan Land Management Law, Land Acquisition Law, relevant policy and regulation.
Specific Tasks: Specific tasks to be undertaken by the Social Development officer include, but shall not be limited to:
- Participate in walk-through surveys and share the main environmental and social issues with other team members, community representatives, local authorities and e.tc. Participate in census and inventory of lost assets (in terms of loss of homes, agricultural and other lands; or less of access to current income-generating activities, including impacts caused by permanent or temporary acquisition) survey of affected people and a baseline socioeconomic survey of the affected populations; list likely losses of households, agricultural lands, business and income opportunities, as well as affected communal assets and pubic building. Conducting consultations meetings with stakeholders – including private sector and local farmer’s groups as well as communities with proper documentation, to elicit the views of both male, and female stakeholders. Collect background information and undertake analytical work in the social sectors, namely education, health, gender, population and poverty related aspects. Participate in the identification, preparation and appraisal of social projects/programs; Documentation of all meetings minutes and collect baseline data for completing of sub-project requirement necessary for document preparation. Assist as in preparation of LARP and DDR for the subprojects. Filling of all Environmental and Social safeguard documents and providing the tracking sheet for safeguard requirements. Establishment of (Grievance Redress Committee-GRC) at subproject level. Ensure public complaints relating to sub-project implementation are addressed with corrective action and adequately documented; Follow up the (Grievance Redress Mechanism) activities and report the status of any grievance recorded in the field level. Liaise with the site supervisor, WUA members any other associations and other stakeholders to address day-to-day social issues of the sub-projects. Undertake and report on monitoring of the implementation of social safeguards; such as DDR/LARP implementation under Project and Panj-e-Amu River Basin Projects in Kunduz, Badakhshan and Takhar Provinces. Prepare monthly monitoring report and develop action plan for non-complete activities. Coordinate with Social/environmental team of PIO during document preparation and monitoring. Conduct consultation meeting with community and stakeholders during project implementing. Carry out any other tasks at the request of the Line manager. Work under supervision of head of PIO/ Safeguard team in Kunduz and Safeguard team in the CPMO/NWARA.
Background
About CPMO-NWARA:The National Water Affair Regulation Authority (NWARA), Islamic Republic of Afghanistan has received four grants under the Agriculture and Natural Resources (ANR) sector portfolio of ADB. NWARA has established a Central Program Management Office (CPMO) to centralize and streamline the activities under these grants. The CPMO handles procurement, project administration, contract management etc. for the projects financed under the Grants. The Social Development officer will support CPMO in ensuring that project interventions will be done in a manner whereby the neutral role of the project cannot be questioned. The Panj-Amu River Basin Sector Project (P-ARBP), 2017-2022, is a follow-on to EU-financed interventions in the Panj-Amu basin carried out over the last 10+ years. Financed by ADB and the EU, the project’s aim (impact) is per-capita income increased and poverty among rural and pastoral communities reduced. The project’s outcome is agricultural productivity in the Panj-Amu River Basin increased. This is to be achieved through the implementation of three outputs: (i) Water allocation and availability improved; (ii) Command areas enhanced; and (iii) Watersheds properly managed and protected. The Social Development officer will report to head of PIO and safeguard team of CPMO/NWARA. S/he will be stationed in the PIO of Kunduz/Takhar with trips to the project sites.

Reporting Obligations:
This position reports to the Social Safeguard Manager/ PIO coordinator and prepares all safeguard related reports and assists the Social Safeguard Manager in the preparation of periodic progress reports required from the field.
