Job Description

The Social Organizer is responsible for social mobilization at the community level; facilitate Afghanaid’s work with communities, ensuring wide participation of community women and/or men in decision making and equity in the benefits of development activities. The incumbent will focus on developing an action plan for mobilising the participating communities in order to ensure equity in the benefits of development activities and community support for project implementation and the sustainability of social development. The incumbent will also be responsible for organizing women into women’s groups or men into men’s groups and training them in selected topics. Finally, the Social Organizer will contribute to Afghanaid’s efforts to continually learn from its implementation experience (both of Afghanaid and other development actors/researchers) and to feed that learning into the design of new projects, programs and development strategy, particularly those related to women’s social and economic development and empowerment.

Background

Afghanaid is a British international NGO (www.afghanaid.org.uk) that has been working in Afghanistan since 1983. Headquartered in Kabul, Afghanaid implements projects directly in 4 provinces and through partners in a further number of provinces and maintains a marketing and fundraising office in London. Afghanaid works in some of the most remote areas of the country and through a range of programme interventions supports development of basic services, such as water and sanitation, access roads, education facilities and other community infrastructure; strengthens livelihoods through improved natural resource management, agricultural and small enterprise development, and improved access to markets; and provides humanitarian assistance in times of emergencies. Gender mainstreaming, local governance and community development are integrated into all of Afghanaid’s work. The results achieved have earned Afghanaid the respect and recognition of stakeholders as an effective and collaborative charity.

Job Requirements

Responsibilities

  • Planning, developing and implementing an appropriate community mobilisation approach in the selected areas of the respective province in a professional and timely manner. Facilitate community decision making process that ensures wide participation. Ensuring that the project is implemented in accordance with national, organisational and donor requirements, standards, policies and procedures and that those commitments to the donor, communities and other programme partners are fulfilled in a professional and timely manner. Coordinating and communicating with other team members and liaise with provincial stakeholders. Representing Afghanaid on external forums and promote its work among line departments and NGOs working in the province. Support the project technical team in designing and conducting a social analysis and study of best practices to enhance project visibility and to be applied into Afghanaid’s future plan of action.

Key Responsibilities:

  • Mobilise the participating communities to get their support and/or involvement in the project implementation through raising awareness on project purpose, objectives and progress among the project participants and female communities; regularly monitor whether the project gets support from the communities. Building the capacity of female project participants and facilitate the trainings and meetings conducted for the project participants by the technical team. Conduct regular visits to project area and ensure field acidities are properly implemented according to plan, technically sound, cost-effective and relevant to the target beneficiaries’ needs. Provide support to the project team in organising meetings with relevant stakeholders, CDCs and in establishing strong linkages between the women’s groups and the CDCs. Provide support to the team developing and disseminating learning/technical messages to enable communities at various levels to manage their social and economic resources and share project benefits in an equitable manner for long term sustainability.
  • Conduct needs assessments of project participants supporting the designing of training programs to address the identified needs.
  • Advice and assist the Project Manager and Project Coordinator in designing, developing and monitoring the implementation plan related to community mobilisation; Contribute to the preparation of quarterly and annual project work plans and budgets and assist the Project Manager and Project Coordinators in budget tracking and analysis as necessary. Prepare monthly reports; Work closely with the project team to foster useful communication, collaboration and harmony within the team and promote individual and collective commitment to implementation quality.
  • Liaison with other projects/programs operating in the area of livelihoods, civic engagement and/or family and reproductive health in the target areas to identify development activities currently being undertaken or being developed in these sectors by the other NGOs/departments. Ensure a good working relationship between the project team and relevant government departments and administration. Facilitate, in close coordination with the project team, any visits of internal or external stakeholders to monitor the project implementation. Keep appropriate records for collecting project implementation evidence: attendance sheets, distribution lists, training needs assessment records, pre- and post-training assessment, etc. Support the M&E Officer in collecting case studies, success stories and other relevant M&E data; provide support to conduct result relevant baseline assessment and other surveys. Support distribution process. Perform any other duties as required. Any other duties as and when assigned by the line manager, MD and/or Directorate.

Minimum three years of experience in a similar capacity, Prior work experience in the fields of community development and community mobilisation. Experience in assessing training needs and building the capacity of project participants.
