Telehealth Doctor (Paktika, Afghanistan)


Job Description:

Scope of work:

The Telehealth MD Doctor based at Call-Center in Paktika will be the contact persons for reporting the suspected cases of COVID-19 and seek necessary advice based on MoPH/WHO case definition and guidelines for COVID-19.

Roles and Responsibilities:

Work in 8 hourly in three shifts to ensure Telehealth staff availability 24/7 at Call-Center.
Receive all the calls from the community about COVID-19 for advice.
Manage all aspects of patient intake through mobile phone.
Updates key patient information and all relevant patient chart data.
Performs patient interviews through mobile phone call to determine all aspects of possible COVID-19 infection (i.e. health history, contact tracing, and other important information as needed).
Demonstrate and ensure highest quality of culturally sensitive COVID 19 education and information to the callers from the targeted communities.
Provide information on available services for COVID -19 throughout Paktika Province.
Keeping records
Working in a team and ensure that problems are identified in the initial stages and solved those amicably. 
Provide support to the Health Officer with adequate information, weekly, monthly and quarterly reporting and problem solving.
Attending all relevant meetings requested by supervisor or team leader relevant to the project goals.
Assist in other duties requested by the supervisor.

 

COMPETENCIES

Communication: Speaks and writes Pashto and Dari clearly and effectively. Listens to others and shows real commitment to maintaining open but to the point communication with the callers, clients and team members.

Professionalism: He/She has the knowledge and understanding of MoPH/WHO developed Case-Definition, SOPs and Guidelines for COVID-19. He/She also understands project implementation strategies and approaches, SOPs and project monitoring systems. Ability to think critically, work under pressure, meet commitments/deadlines, and show persistence in facing challenges.

Coordination: Has the ability to closely coordinate with Project management, Paktika PHD, Rapid Response Teams (RRTs), DEWS Officer, CDC Officer, and COVID-19/Isolation Hospital Management, WHO, UNICEF, HNTPO, AADA and other key stakeholders.

Leadership: Has the ability to engage in leadership and coordination.

Problem solving: Provides solutions to COVID-19 related problems shared by the callers/beneficiaries and rational advice based on MoPH/WHO developed Case Definition, guidelines, SOPs for COVID-19.

Relationships: Has good interpersonal relationships with (team members, Paktika PHD, DEWS Officer, CDC Officer, RRTs, COVID-19 Hospital/Isolation Ward staff, Project staff and other relevant stakeholders etc.).

Adaptability: Easily adapts to the work routine, adaptability to live and interact with project staff and counterparts, capacity and ability to live and / or work in environment of Call-Center.

Teamwork: Committed to working collaboratively with colleagues to achieve project tasks for the team. Willing to learn from others and open to giving and receiving feedback.

Flexibility/adaptability: This requires the candidate to have the sufficient capacity to adapt to the IMC and MoPH/PHD work methodology as well as to different work environments (Call-Center and Office) that the candidate might have during a mission.

Important Point: You will be asked to travel or can be deployed in anywhere within the program area to perform services. There may be some insecure areas where you may need to travel and perform the activity without any hesitation in coordination with security department.

Job Requirements:

Graduated from registered or recognized Medical Faculty or University.
Minimum 2 years of experience working with government and/or NGOs in health care provision and community based programs in the fragile environment/region.
Good coordination, networking, inter-personal and relationship building skills, and diplomacy.
Excellent speaking skills in Pashto and Dari.
Excellent communication and liaison skills with the callers from the community and all relevant staffs.
Written and spoken English is a plus.
Good capacity and analysis of conflict management in order to provide advises to the population.
To be able to propose solutions to the identified problems/challenges.
Flexibility is requested regarding the working hours and the live in Call-Center/duty station after the working hours.
