Project Planning:

Preparing first and Second years plan for tight monitoring and evaluate VCs in different zone of Afghanistan on regular basis
review project plans and report any significant modification to the Project Manager.
Ensure quality of data/ statistics in project plans

Project Monitoring:

Develop and strengthen monitoring, inspection and evaluation procedures for VCs.
Monitor all VCs activities and progress based on agreed proposal.
Recommend further improvement of the logical framework.
Develop monitoring and impact indicator for the VCs success based on agreed proposal.
Monitor and evaluate overall progress on achievement of results.
Monitor the sustainability of the VC’s results.

Data collection: 

In close support from OTTP Project Manager and rest of program staff, develop tools, database for data collection and data analyzes of program activities adopted to the requirement of VCs.
Engage with VCs managers to collect and manage essential data of the VCs. (i.e. qualitative and quantitate data)
Ensure quality of data send by VCs Managers.
Provide monthly feedback to OTTP Project manager, and their teams on projects’ performance based on monitoring data findings

Project Review:

Provide feedback to the OTTP Manager on project strategies and activities.
Report monthly, quarterly, half-yearly and annual progress on all VCs activities to the superiors.
Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project.

Learning and Sharing:

Develop lesson learnt report from program work and share it with line manager on quarterly basis
Share learning from M&E process with the wider team
Support colleagues in improving learning and sharing mechanisms in their projects
Promote culture of learning and capitalization of learnings in the program.

Contribution to Effectiveness of the Program:

Work collaboratively with different projects for strengthening integration and cross-learning in program
Proactively volunteer for various team activities
Show an eagerness to take on any other tasks assigned by the line manager

Evaluation:

Participate in any available project reviews and planning workshops and assist the OTTP Manager in preparing relevant reports;
Assist the VCs responsible with M&E tools and in supporting them in their use.
Provide input and update information related to VCs outcome
Assist line Manager in conducting Program Data Review
Assist line Manager in designing, coordinating and conducting project evaluations (mid-term and end-line)

Ophthalmic Technician Training Program is a project of IAM which provides training of mid-level eye care professional for the people of Afghanistan and run primary Ophthalmic Centre in remote area by Ophthalmic Technician to serve needy people.

Job requirements

A university degree in Optometry or Ophthalmic Technician or other related field.
Short-term trainings on management and M&E will be considered as added value to the qualification.
Successful computer course completion
Proficiency in using Microsoft Word, Excel,
Knowledge of working with Ministries
Fluency in written and spoken Dari and Pashto
Fluency in written and spoken English
Excellent organizational and relational skills
Ability to manage a team
Ability to resist pressure from staff and colleagues 
High levels of emotional security and resilience
Minimum 2 years of experience in management field with national or international NGOs with community bases.
